Will Enforce Alcohol
Screening Test Law Sept. I
Today at 10 a. m., in the auditorium, Police Headquarter's Mineola,
the Nassau County Police, the New York State Joint Legislative
Committee, and the County Medical Examiner's Office will sponsor a
seminar on " Alcohol and Driving," to emphasize the new Alcohol
Screening Test Law that police will enforce starting September 1.
The new Alcohol Screening Test is mandated by Section 1193- a of #
the New York State Vehicle and Traffic Law; " Every person
operating a motor vehicle which has been involved in an accident or
which is operated in violation of any of the provisions of this chapter
shall, at the request of a police officer, submit to a breath test to be
administered by the police officer. If such test indicates that such
operator has consumed alcohol within three hours of the test, the
police officer may require such operator to submit to a chemical test
in the manner set forth in section eleven hundred ninety- four of this
chapter."
To administer the test, police will utilize a portable breath testing
kit comprised of a balloon and glass tube packed with chemical
crystals. After a driver inflates the balloon by blowing his breath into
it, the balloon nozzle is inserted into the chemical tube and the air is
allowed to exhaust through the chemicals. Color differences will
reflect whether the driver has consumed sufficient alcohol to warrant
administration of the breathalyzer test.
Commissioner Looney will ask all Licensed Premise operators
( bars and liquor stores) in Nassau County to sell the portable kits to
their customers. " We want people impaired by alcohol to be aware of
their condition and not get behind the wheel of a vehicle." Looney
said, " Our aim in encouraging people to test themselves to see if their
drinking has reached the over- indulgence stage, is to help them avoid
accidents, arrest or both."
Since 1965, the Nassau County Police Department has employed the
breathalyzer examination to determine blood- alcohol per cent in
impaired drivers. Last year, 742 persons were arrested for driving
while impaired or driving while intoxicated. This year, so far, 935
arrests for driving while intoxicated or driving while impaired have
been recorded. In nearly all of these cases, the breathalyzer was used.
In the future, the new screening law test will be employed in many
instances before the breathalyzer examination is conducted.
The " Alcohol and Driving" seminar will review the new breath
test law, demonstrate the operation of the balloun screening test, and
examine proposed legislation which would reduce the alcohol content
level and raise minimum standards with respect to alcohol and
driving.
Recently, the United States Department of Transportation stated
that in the U. S. A. over 800,000 accidents and 25,000 deaths each year
are traceable to the alcohol impaired driver.

" graduation" certificates to the
46 students, who completed a
seven- week Wider Opportunities
Program at Farmingdale, during
colorful ceremonies this Friday,
August 22, at the College's Little
Theatre. The program will start
at 1: 00 p. m.
The event marks the second
" Summer in the Country"
campus project designed to
provide educational opportunities
for underprivileged
youngsters, who otherwise would
have little opportunity to enter
the mainstream of the academic
world. The students, who hail
from such disadvantaged target
areas as New York's Lower East
Side, Harlem and the Bronx,
Bedford- Stuyvesant and Long
Island's Wyandanch and
Lawrence, will be enrolled at
Farmingdale this September.
Dr. Laffin points out that " I'm
certain the help these boys and
girls received during the special
summer study skills program at
our college will enable them to
carry more adequately the load
in the regular Fall curriculum at
our College, starting Friday,
September 12.

a visit lo the Republic division,
which is located near the Far
mingdale campus. The youth was
accompanied by his parents, Mr.
and Mrs William vander Horst of

attended the presentation.
Paul J. vander Horst, a State
University Agricultural and
Technical College at Farmingdale

valedictorian cited the school's
faculty and administration, as
well as the students' parents, this
week was awarded the Fairchild
Hiller America Awareness
Award.
Vander Horst, graduated from
the school June 13 and as class
valedictorian thai day praised
the intellectual environment at
the school and told his audience
thai " rather than being mere
numbers, we found a personal
relationship with our
professors." He also thanked the
assembled parents for the
" encouragement and financial
support while we were here."
