No Increase In The Cost Of Tuition,
$132.00 A Year To Park

The State University Central Administration has
related that a yearly parking fee of $ 132.00 will be imposed
on all of SUNY's employees, effective June 1,1990. This
fee, a likely result of the failed 1990 student tuition in-crease,
is expected to raise $4 million, according to SUNY.
The Cenu^ Administration claims the costs for public
safety, lighting, and maintenance total $134 per year per
parking space. The figure includes an $8.00 per year per
space charge for "administrative overhead."
Employee Union response
The fee, which amounts to 11 dollars a month, is
being resisted by emptoyee labor unions. Two such
unions, the United University Professions (UUP) and the
Public Employees Federation (PEF), have been charged
with improper labor practice with the Public Employment
Relations Board (PERB) for failing to negotiate with
SUNY on setting the parking fee. These charges were filed
by the Governor's Office of Employee Regulations
(GOER).
These are the first improper practice charges filed
by the state in the last ten years, according to PERB.
Imposing a settlement.
GOER claimed that the unions failed to "negoti-ate
collectively in good faith" over the parking issue. A
UUP spokesperson told the Albany Times Union that the
union "is under no obligation to negotiate with respect to
parking facilities presently provided without charge." A
PEF official said that SUNY was "imposing a settlement"
because it could not reach one with the union.
The Unifier, the SUNY Farmingdale UUP news-letter,
stated the fees " ...amount to an unwarranted take-back
in salaries."
$252.00 a year by 2000?
The fee may be modified by individual campuses
"based upon local conditions and needs." There has been
no assessment of the variables involved with the exact
price for parking on the SUNY Farmingdale campus. The
University has also stated that fee could be increased up to
12 dollars a year, based upon "demonstrable increases and
costs associated with parking." Annual increases of this
nature could result in parking costs of $252.00 a year by the
year 2000.
The lack of a SUNY increase in student tuition
since 1983 has resulted in a deterioration of college envi-ronments
in favor of maintaining the quality of education
within the system.
This fee effects all level of college personal.
Administration, faculty, staff, maintenance and campus
police will be charge equally under this demand.
Student Parking
A campus authority stated that an increase in
parking fees to faculty will result in a proportional increase
in student parking fees. In the end, students may be paying
as much as faculty, if not more.
The question of comparable student and faculty
parking fees raise many questions as to the defining of
student and faculty parking areas. It has been surmised that
an equal billing for parking spaces could cause a demand
for the breaking down of the separation of faculty and
student lots.

A. The Early Registration Schedule will be included in the
registration information that will be mailed by the Regis-trar's
Office to all SUNY-F sttidents. The Early Registra-tion
schedule will also be available at your Deparunent.
Q. I am a Day student. How do I register early?
A. Day students follow three steps to register early for
their Fall '90 courses: (1) Meet with your academic
advisor to select your Fall courses. (2) GotoGreenlyHall,
Room 134, on the day set aside for your curriculum to
enroll in your courses. (3) Remember to pay your bill.
Your bill will be mailed to you in mid-June. When the
B'lrsar records your payment, you will be officially regis-tered.
Q. I am a Martriculated Lifelong Learning student. (I
have been officially accepted into a program through the
School of Lifelong Learning). How do I register early?
A. As a Martriculated Lifelong Learning student, you
can use either of two methods to enroll early: Early
Registration (in-person) and Mail-In Registration.
