Bi-County
Presiding Supervisor Thomas S. Gulotta, Vice-Chairman
of the Nassau Gounty Board of Supervisors, today joined
with the Presiding Officer of the Suffolk County Legislature,
Lou Howard, to announce the formation of a Bi-
Gounty Legislative Gommittee. The Gommittee will be
made up of the members of the Nassau Gounty Board of
Supervisors and the Suffolk Gounty Legislature, It will
focus its attention on similar problems in the two Gounties
and the coordination of governmental.activities. Howard
and Gulotta will serve as Co-Chairmen.
The Bi-Gounty Legislative Gomrnittee will explore mutual
problenis within the counties, such as housing shortages,
environmental concerns, and cut-backs in federal and state
aid. The committee, which will be staffed by employees at
'the Board of Supervisors in Nassau Gounty and in the Office
of the Suffolk Gounty Presiding Officer, will also coordinate
and investigate efforts towards increasing business and
industrial development, bi-county proposals regarding federal
and/or state aid funding for projects, and will serve to
advance communications between the two legislative
bodies.
"For too long the legislative bodies of both counties have
wrestled with similar problerns, competed for dwindling
ffederal and state aid funds,'and conducted ^similar costly,
studies in the operation of government and projects, all at
arms length of each other, but without coordination or
communication. We are now proposing to open the lines of
communication in areas of community developnient, solid
waste, housing, water quality and the environment,"
Gulotta stated.
"The Siiffolk Gounty Legislature is joining with the Nassau
Board of Supervisors through the operations^of our two
offices in order to solve similar problems all municipalities
face statewide," Howard said.
The staff of the Gommittee has been shared by the Go-
Chairmen to meet regularly, investigate areas of mutual
concern, and outline a strategy for advancing and improving
successful programs and projects. Gulotta said, "The
Gounty Executives sit on bi-county Boards and business
panels and this has proved successful in such areas as the
FAUS program and industrial development. HowEver, the
legislative bodies of each county appropriate funds for projects
and programs without direct input or joint investigation.
We are proposing to join, through our two offices,
direct communication to provide for-this."
Howard said, "One of the most important aspects of this
Committee'is that, through our offices, we will receive
infofjmation on projects, programs and proposals which are
either* in operation, in the conception stages, or contem-platedjn
the 13 townships on Long Islaind."
The Co-Ghairmen have also recommended to the Gommittee
the holding of bi-Gounty hearings, the direct involvement
and participation in the New York State Association
of Counties and Towns and joint lobbying for beneficial
changes in federal and state program and regulations.
