Delligatti Adopts
Tax Legislation
For Consumers
Oyster Bay Town Supervisor
Angelo A. Delligatti, a strong advocate
of consumer protection, has proposed
that Nassau County follow the
Town's lead by adopting legislation
that would require retail establishments
throughout the County that sell
food or drugs to post, in a conspicuous
place, a listing of items that are
taxable or tax exempt.
"In 1985, as a Councilman, 1 earnestly
supported an ordinance adopted
by the Town Board to protect Town
residents from being overcharged for
certaian food items, drugs and medicine,"
said Delligatti. "Now as Supervisor
and a imember of the Nassau
County Board of Supervisors 1 am
requesting that a similar law be
enacted to benefit all county
residents."
Under the proposed legislation, a
complete listing must be placed in an
area of the store where it is clearly
visible by customers. It further
requires the posting of the Taxpayers
Assistance Bureau toll-free telephone
number to permit immediate clarification
of any questionable item. The
County Office of Consumer Affairs
would be empowered to enforce the
posting requirements by inspecting
any retail establishment for
compliance.
Delligatti noted that customers, as
well as merchants and their
employees, are often uncertain about
which products require sales tax.
""Nicknamed the "hot dog* tax, foods
that you buy already prepared, such
as fried chicken, sandwiches and hot
dogs, are subject to tax. However,
those same foods; chicken parts,
bread, luncheon meat, and hot dogs,
bought unprepared; are not subject to
tax;*
""Knowing which items are taxable
also gives the consumer the opportunity
to select alternate products,** continued
Delligatti. ""Fruit drinks that
contain less than 70% natural fruit
juice are taxable, IOQ% natural fruit
drinks are not. Nuts «re exempt from
tax, but candy coated nutsi are subject
to tax.**
""Too many products fall into a gray
area which this law will help to clarify.
If the list does not contain the specific
product, then the customer or cashier
can call the Taxpayer Assistance
Bureau at 1-800-342-3536 for immediate
assistance."

Bethpage Federal Credit Union, the
nations*s 25th largest credit union
with assets or$435 million, celebrated
the move to its new building^^ith a
ribbon-cutting ceremony. ,^, 'I'
""The move was the culmination of
many years of planning and nearly
two years of actual construction,"
says Peter Seitz. president and general
manager of BFCU.
'"The new building enablef us to
catch up on space we needed Ipng ago
and have additional space foB future
growth," adds Seitz. ""Now we can
utilize the proper blend of staff and
equipment to serve our members the
way we would like to."
Four times larger than the former
facility, the new building enables the
credit union to offer its members a
variety of new services ... financial
planning, safe deposit boxes, and
ART ~ BFCO's new audio response
teller.
Using a Touch-tone telepone and a
personal identification number
assigned by the credit union, members
will be able to use ART to conduct
much of their credit union business ...
a tremendous advantage for family
members and other members not
working on the Grumman complex. A
toll-free 800 number is provided for
the convenience of out-of-state
members.
Other key departments such as
loans and mortgages are now boused
in separate, more private quarters.
"The Loan Department is located on
the second floor of the building, providing
our members with the utmost
privacy while condtK^ing their financial

The new and enlarged facility also
has enabled BFCU to set up its own
Proof Department, saving the credit
union almost $80,000 annually in correspondent
bank fees.
Bethpage Federal Credit Union is
the financial institution for the
employees of the Grumman Corporation
and their immediate families.
