HASSAU RECOVERS $3.5
MILLIONFOR TAXPAYERS
Nassau County Executive Thomas
S. Gulotta today revealed that
financial recoveries by the Social
Services Department in 1991
reached $3.5 million, a record
recovery for the County. Gulotta
indicated that the monies collected
by the County would be
used to "further reduce the cost
of department operations and
relieve the tax burden on our
residents."
"While we have both a moral and
practical responsibility to provide
assistance to those in legitimate
need, we have an equally compelling
responsibiltiy to our hard
working taxpayers to recover
monies from those on public
assistance who can afford to
reimburse our taxpayers", Gulotta
stated.
In a report to County Executive
Gulotta, Social Services Commissioner
Joseph A. D'Elia explained
that his department has the
authority, pursuant to New York
State law, to recover monies paid
as public assistance. In the case
of personal accident, injury or
estate settlements, the Department
files a lien to collect payments
from those who already are
on public assistance.
According to Commissioner
Joseph D'Elia, the major portion
of the recovered funds...$1.4 million...
resulted from estate settlements.
Accident leans accounted
for $954,000, voluntary reimburs-rnents
and other resource recoveries,
$556,000, and the proceeds
from real estate sales, $518,000.
"By conducting property
searches through the County
Clerk's office, and by daily review
of the Surrogate's court records,
our employees are able to identify
real estate transactions, accident
claims and estate settlements
which may involve Social Services
recipients," D'Elia noted. "In fact,
during 1991,more than 10,000
Surrogate's clearnaces and over
3600 title searches were processed.
The department also conducts
computerized bank and
payroll clearances. I would be less
than candid, however, if I did not
express my deep concern that our
ability to conduct aggressive fund
recoveries for the benefit of our
taxpayers will be seriously hampered
in 1992 due to the budget
cuts and staff reductions necessitated
by the Board of Supervisors
budget."
Gulotta noted that a great deal
of the recovery work involves
litigation which often will stretch
over many years until judgements
are finally awarded by the Courts.
"In cases such as these, vigilance
and patience pays off for our
County taxpayers," Gulotta
concluded.
