Nassau County Executive
Ralph G. Caso today announced
the county will use its federal
revenue sharing allocation for
the first six months of 1973 to help
maintain and expand services to
the taxpayers in seven major
program areas.
Caso said the $6,995,230 due the
county will be expended in the
areas of public safety, environmental
protection, public
t r a n s p o r t a t i o n , h e a l t h,
.recreation, library services and
social services for the aged and
poor.
"The county feels that by
apportioning federal revenue
sharing in this manner, it will
best meet the needs of its con-stiuents,"
Caso stated. "The
categories involved cover a wide
range of programs that benefit
all segments of but" population.
"By allocating a good portion
of the money to help maintain
existing services, we are living
up to not only the letter, but the
spirit of the federal revenue
sharing program," he added.
"Certainly, it will help us attain
the prime goal of stabilizing
county taxes." \
Caso, who lobbied extensively
in Washington last year for passage
of federal revenue sharing,
called the program "a milestone
in federal, state and local
government relations in the 20th
century."
He said the county's revenue
sharing funds for the six month
period ending June 30 will be used
primarily to support human
service programs, all within the
high priority expenditure areas
authorized by the federal rules
and regulations of the State and
Local Fiscal Assistance Act of
1972.
In the area of public safety, the
county will spend $1,566,932 to
partially finance the activities of
the Medical Examiner's office,
the Fire Commission and the
Office of Consumer Affairs.
The allocation of $1,524,960 to
environmental protection will,
provide basic support for the
N a s s a u E n v i r o n m e n t al
Management. Council* which is
currently engaged iir producing
the county's first environmental
master plan. Also included.are
several other county-sponsored
or supported environmental
protection services, such as the
water supply research activities
of the Public Works Department.
In addition, a portion of the funds
will be madeT available to
restructure the Health Department
into areas vital to environmental
protection.
The $839,428 slated for public
committed by the county for the
takeover of the 10 private bus
lines by the Metropolitan
Suburban Bus Authority.
The largest functional area
expenditure - $1,951,669 for
health - will serve to support the
Nassau Health Department's
ambulatory care centers now in
low income areas. Caso pointed
out that the allocation will help to
further improve the range of
public health services available
at the centers.
In the area of recreation,
$209,857 is scheduled tax for the
Office of Cultural Development to
organize and produce more than
240 concert, dance and theatrical
programs for county .residents.
The $244,833 slated for library
services will be expended to
support both the development ©*
the Nassau Central Reference
Library at Mitchel Field and the
Nassau Library System.
The legal program services of
the Nassau Bar Association and
the Nassau Legal Aid Society will
be financed with $657,551 in
revenue sharing money. These
legal services are rendered by
the respective organizations to
aid the poor and disadvantaged
who cannot afford the cost of
legal services when they are

The Nassau County Shields, a police organization which aids the
families of policeman killed in the line of duty wiU sponsor the MiUer-
Johnson circus from June 30th to July 4th at the Great Eastern
Shopping center on Broadway in Jericho. Tickets will cost $7.50 per

this week witnessed Governor
Rockefeller's signing into law the
Unified Services bill. Levine said
that the measure implements' an
improved funding formula which
will encourage greater participation
by localities to provide
a vast scope of programs for the
treatment of all forms of mental
disabilities.
"Communities will now be able
to make better utilization of the
combined resources of State and
county government for the
planning, delivery, and financing
of mental health services," said
Assemblyman Levine.
"While the law is purely permissive,
the major problem of
cost effect on local government
will be minimized and most
counties will be able to provide
residents with improved
programs at the same amount of
money. This will also allow more
individuals to remain in the
community rather than being
forced into State institutions,"
concluded Assemblyman Levine.
The Unified Services plan can
be adopted and initiated in New
York City on or after July 1,1974
and,., in the rest of the State, on
or after Jan. 1, 1975. The plan is
purely permissive and if a
county chooses to participate in a
unified and fully integrated State
andAoeatanental health program,
three guidelines must be
followed.
