A bill enabling any county
in New York Stale, outsit
of New York City, having a
population of more than one
million and containing no
more than three towns, to
impose a transfer tax on all
homes sold for more than
S2S,000 was voted 3 to I on
Monday by the Board of
Supervisors.
Nassau is the only county
that fits the above description
and passi^ by the
i^;idature of the home rule
Mil s p e a r s assured, with its
spoiisfMs being Assembiyman
Joseph Margjotta of Union-dale
and State Senator John
Caemmerer, Republican of
East Meadow.
The tax proposal was
made by County Executive
Ralph Caso in an effort to
raise additional funds. Caso
estimates that by imposing
a transfer tax of one half of
one per cent on all homes
sold for more than S2S.000,
revenues of about S3 million
dollars per year would be
brought to the county. A
provision of the proposed
law calls f<ir the tax to be
levied on the entire amount
of the sale, but existing
mortgages would be subtracted
from the price in
calculatli^ the tax. Thus a
home sold for $30,000 on
which there was an existing
$20,000 mortgage would
goierale a tax of $50. The
tax on the same home witl»-
out a mortga^ would be
SISO.
The only opposition to
the proposed tax came from
d e n Cove Mayor-Supervisor
Andrew J. DiPaola, Democrat
and Frank J. HoUenbach
of the Nssau Conseivative
i ^ t y who urged &m supervisors
to consider measures
**other than new tax proposals
to gouge the tex-payer".
DiP^ola contended
that because of the rising
prices of real estate, that
die tax would **liit evety
homeowner".
