The Freeport Zoning Board of
. Appeals, meeting in closed
session May! voted not to grant
,:: the variance to Nagol Consultants,
Ltd., Sayville, which
wouid have allowed the
.demolition ^ of the 67-year-old
CasinoPbol'and apartment house
to allow for the construction of 56-
unit townhouse condominium.
The Board had been considering
the matter since last November.
—Since the first hearing, after
meetings with residents and the
Atlantic South Civic Association,
the developer Tiad agreed to
reduce the number of units from
the original 62, changed what was
to have been a rental facility to a
condominium, promised to
provide access only Irom
Westside Avenue and exit only on
to Casino Street, and also agreed
that that dock space would he for
the use of tenants only.
The site, bounded by Casino
ahd Roosevelt Streets, Westside
Avenue and Randall Bay, is
preisently in non-conforming use,
in that it is in a Residence A area.
A tiorhconforming use must be
continuous or4t reverts back to
the present zoning. " '
In Its written decision, the
Board said:
' 1. The operation of the parcel
for its present uses has provided
applicant^witHFfairl-^lurmmils^
investment and applicant so
admitted during the hearing,
There is no claim and still less,
any evidence - that the applicant
suffers any hardship or practical
difficulty in v continued current
uses of the parcel. -
2. Applicaint offered no
evidence that the existing uses
cannot be continued with a
reasonable return.
3. Testimony at'the hearing
indicated that the existing
structures are "an eye-sore".
However, applicant did not rest
Its case on any such claim - not
that such a' claim 6r finding
would warrant granting^ a^

Rental Licensing
Law Passed
The.Preeport Village Board
has adopted a new "Village law
that requires a permit for all
rental housing, whether it is one -
room, a one-family house, two-,
family house, or large apartment
house.
Mayor William H. White said
the purpose of the new law is to
assure ^compliance with all
Village building and zoning
codes, particularly '^those
covering the number of persons
or families permitted in a particular
house or dwelling. It is
also designed to protect tenants
against sub-standard living
conditions by having the Building
Department verify that all rental
premises are clean, safe, in
sanitary condition, in proper
repair, and free from rodents or
vermin.

for any rental unit unless it has
first been inspected by the
Building Department. Written
into the ordinance are 8p«:iflc
minimum penalties. For failure
(o obtain a rental permit or

eliminating over-occupancy

A public hearing was held on
March 12thon this section otthc
housing ordinance, m well as a
revision of the entire Building
Code Chapter covering bousing.
At that time the Village Board
reserved decision. The ordinance,
as adopted now, reflects
some of the recommendation."}

civic groups and rental property
owners. Mayor Whitc_saidjhal_
the changes were not major
changes in a legal scase and
therefore did not require a new
public hearing. '
Applications for permits for all
rental units in the Village must be
made to the Building Department
by September 1, 1973.
The landlord's license fee to be
paid to the Building Department
for a two year period will be $20
for renting a one-family dwelling.
For buildings with more than one
family, (he fee will be $20 for (he
first dwellini unit and $4 for cachv
additional dwelling unit, and $4
•whenever a turn-over occurs in-tenants.
In the case of a two-family

lives, the fee will be one-half the
regular fee. ..

Light Commissioners Jias,
proposed an increase in water
rates to cover a deficit in
operating expenses for .the Water"
Department, Mayor William H.
White reported today. : --
The rate increase will become
effective with the water meter
readings taken June 1, 1973 and
thereafter. The reasons for the
increase arid the breakdown of
the new raties will be discussed by
the Village Board at a public
meeting on May 21 beginning at 9
p.m. at the Village Hall.
, This wUl be the first water rate
increase since 1967, Mayor White
pointed out. The rates will be
raised as foUows: For the first
7,000 gaUbiis of watf^r consumed
per quarter for each subscriber,
the rate will be Increased from
$4.90 to $6.50. The next 93,000
gallons consumed by each subscriber
will be increased from 40*
to" 46| per 1,000 gallons. Any
gailbriage used In excess of
100,000 gallons per quaver to be
increased from 33* per 1,000 to
40^ per thousand.
The average increase in rates
will beV approximately 15%,'
Superintendent of Water
Distribution Edward Vpekler
said in his report to the Village
Board.vHe noted that this rale
increase was necessary because
the.Water Department would
wind up with a deficit of $104,801
for the fl&aliyear if the present

Mother Of Seven
Killed
Mrs, Hilda Shuford, 40, who
'lived with her husband, Jerry and
their seven children at 132 North
Ocean Avenue, was killed in a
tragic auto accident early' last
Friday morning.
Driving with her 12-year-old
son, Derrick, on Lena Avenue
near Hanson Place shortly after
7am, Mrs. Shuford ajiparently
lost control of the car, hit a curb
and struck a tree,' •
Traniported by the Freeport
Fire Department, Mrs. Shuford
was pronounced dead on arrival
atDoctors Hospital. Derrick was"
adrnitted to the- hospital for
treatment of facial lacerations
and has since been released,
Mrs, Shuford,' who was employed
by Circulatory'
Distribution • Inc. which
distributes the Nassau Pen-nysaver,
was buried from a New
York City funeral home,

Mrs, Gloria Nevarji of 340
Southslde Avenue, Freeport, the,
only woman ever elected to the'
Wantagh school board, announced
this week that she was a
candidate for Yanbver's seal, A
resident of Freeport for seven
years, she has been active In
school iind community affaW.
Mrs. Nevard served on the
Wantagh Board of Education
until she moved to Hong-Kong
with her family when her
busband, Jacques; was assigned
to thi Far East as a foreign
correspohdent for "The New
York Times,"-While in Hong.
Kong her three children-altemtedi
the British School. Her appointment
to that-^ehooHjoard
made Mrs. Nevard the only
American mernber,'and-«b©-
made an important contribution
to thc^ipcration and maintenance
of the school.
Upon returning to this country
the Nevardfamily moved to F'ree-port,
and Mrs, Nevard has been
'involved in .school affairs ever
since. She served as President of
