Ttie Board of Trustees-had
. decided to bring this to « public
hearing as a stof^p measure
due to an awareness, explained
White, that Freqxirt has (mly one
waterfront and that it is a ''God-
^ e n asset" He pointed exit that
the rezoning would be temporary
since tlie Plannihg Board is in tte
processof preparing a report,
which would explore and suggest
appropriatf^ zoning for the
Waterfront area. Within the
Community Development Act
funding, Wiite said, ttiere is •
$20,000 for an analysis tg the
. entire area ^ that study would
'delve into zoning-si^ pariiing as
welL White eq>lained that the
Board's present concern was that
vacant parcds of land in the
waterfront area could, under the
present toning code, be used in
inappropriate manners, such as
automobile body, shops.
Opposition Vehement
Those opposing the proposed
changejffere united in the view
that it w^ confiscatory in nature
and would deprive them of the
right to use their land in a way to
prevent what many of them
termed economic hardslrip.
Many pointed out tliat their .
property presently was used for
other than TRaHi^lndustriaL-As- .'
Iong"as"the building br-property
• remained occupied, theynad-^--
non-conforming use of the land,
but if it were to liecome vacant,
they stressed; it would. l)ecbme
almost impossible to sell..Many
buildings are already empty and
even many parcels of land with
manufactiiiring or 'industrial
zoning have notbeen developed.
The land owners pointed out that
if they were restricted by the law .
in.tlie usage of their property,
they would never be iibie to sell or
lease it Real estate experts and .
attorneys for some of the landowners
stated that changing the
zoniflgcrf the land would decrease
it^ value and that under certiorari
proceedings^ they-were
sive that the Village would lose a
greatdeal of tax revenue. George
Bems of South Grove Street'
suggested that there should be -
