Mayor William H. White disagreed
somewhat with Halvorsen.
While agreeing that there
was youthfiil'vandalism in the
area, he stated."! take exception
With your statement that nothing
is being done and it's being
neglected." He noted that Ihe
police department responds to
calls-from the location and that
one of the "ringleaders" of the
young - people that congregate
thtre had recently beeti arrested.'
"We know there is a problem."
he'said."We are attempting to
correct it...but it is not the only
place we have this problem with
youth in the community. Both
White and Trustee Dorothy Storm
explained that the police can only
arrest those who violate laws and *"
that the laws must be constitutional.

Board of Trustees that his street
had been a "hangout ftir two
years now...Can anyone think of
any soliifion?" he asked the
board, describing the group of 10-

area, blocking the street and
throwing bottles around.
White counted trff'six trouble
