Fuel Oil Moy Be Produced Here
Consider New Plant
For Garbage Conversion
FREEPORT - The possibility of producing fuel oil as an end product
of a new garbage disposal method was discussed at Village Hall Nton-day
night, August 13. Following the usual weekly meeting of the Board
of Trustees, the Board met with the Sewer and Sanitation Commission
to hear representatives of Oppcnheimcr Co., Inc., an investment firm;
Bums & Rowe proj_ect engineers, LEADER later asked Walker if

Freeport Police Officers Honored
FREEPORT - Four members of this village's Police Department
were honored July 13 at the 45th annual dinner-dance of the Nassau
Police Conference Inc. For the second year in a row. the Freeport
Police Benevolent Association and its members received every honor
bestowed during the evening.

their annual affair as a tribute to

years of "relentless dedication
and service to all police officers"

bravery in the line of duty, was
shared by Freeport Police Officers
Robert Kirmse and Edward .
Martin. The two officers received
their award based on their actions
in December 1978. Under civilian
-hostage -conditions, -the two
officers dbguised themselves,
entered and disarmed a subject
who possessed a machine gun. At
_ one time, the machine gun was
pointed at Martin's-head as the
subject threatened to kill him.

School Tax Rate
Increase Reduced
Despite Decline
In Assessments
FREEPORT - In spite of a slight
dedine in the total assessed
valuation on property in the
Freeport School District, the
Board of Education has been able
to establish-a tax rate-two mills
less than anticipated.
At a special meeting of the
Boarrheld August 8, the 1979-80
tax rate was set at $18,848 per
$100 assessed valuation. At the
time of the budget vote on May
23, the district had anoounced
that the proposed $22453,108
budget. cam»l a scbool tax of
one of whose projects was the
Three Mile Island Nuclear Plant;
and BW Encrgv discuss a proposal
that — if approved and
successful — would see the
building of a new-type garbage
incinerator. The process used
would turn garbage into vapors
one of whose end products would
be #2 diesci ou, a common
heating fuel. •
.: Although the process Is not yet.

try, a working prototype has been.
examined by the project en-
-^neers, Bums '& Rowe. The
complicated financial proposal
would have the village sell the
property to the concern, which
' appears to be a partnership
between two outfits, Deco — a
John Wayne funded firm — and
BW Energy Systems.
Funding would be obtained by
the Oppenheimer Co.,Inc. and
besides their investors, bonds
would be. floated without any
financial obligation from, tlie
. village. The village's only obligation
would be to provide the raw
materials: the gatT)age. While the
village would pay to have its
garbage processed at approximately
$15'per fdn'.it would also
share in any proceeds that result
from the sale of the oil.
Among the concenu expressed
by both the ^wer and Sanitation
cither vibrations or odors would
be a possiblUly during the
process. Vibrations definitely
would not be a problem. Walker
sxplained, but he was less definite
about odors.
The facility would have the
capability of "burning" 50 tons
per day per module, with four
modules planned (three for use,'
one for backup). If all four
operated scyen day* a week.
1,400 tons could be processed
weekly, approximately 600 tons of
which the municipal carter Five
Counties, picks up for the village.
The plant would also prtjcess, it
was explained, garbage brought
to it by other private carters or by
Five Counties privately, some
of which Is also picked up In
Freeport.
Mayor WUliaih H. White said
that a ceiling on the maximum
amount of garbage that could be
brought in from other carting
companies would be specified in*
any contract, if the propoul went
that far. During the meeting, one
of the Mayor s expressed concerns
was'the possibility of an
empty, unused garbage disposal
- plant,-If-the project - proved-im--
succcssful.
