Village And Salary Increases To Be Fart

Goes Over Test Results

BALDWIN - A presentation on the 1980-81 testing results in the
Baldwin School District and an explanation of their meaning and
implications were given bv District Administrators Dr. James Spiralis
and Assistant SuperinteBent Gene Lanzaro.
The tests which were considered, explained and compared were the
New York State Pupil Evaluation
Program (NYSPEP>—given in the
Fall of third and sixth grades—
and the "Califomias," which are
given in the Spring of Grades
k-8. The NYSPEP test is an
achievement test whereas the
"Califomias" contain both
aptitude and achievement
sections. Both are pan of the
basis for providing information
about individual students as well
as comparative information
regarding individual schools and
the district itself.
Lanzaro and Spirakis warned
that when used and interpreted
properly, tests can be a good
educational tool. However,
ihcy stressed that both parents
and educators must be careful

FREEPORT - The three acre
village-owned waterfront site on
Albany Avenue, which has long
housed the Village's Piiblic
Works Department, has now been
sold for $675,000 to Joe and Fred
Scalamandre, principals of the
Sea Crest Construction Corp.
In anticipation of the land sale,
5300,000 of the purchase price
had been applied toward the
present 1981>82 municipal
tnidget, reducing by that much
the amount needed to be raised
through property taxes. The.
remainder of t h t purchase price'
will go towards the moving of the
Public Works Department to the
presently unused municipal
sewer plant further south on
Albany Avenue, and renovations
of the building and property for
the department's expanded headquarters.
The sale of the property to the
Scalamandres will result in new
annuM tax revenues for the
village. Municipally-owned, the
property had long been off the tax
roles. . ,
As part of the contract, the
Scalamandres will add 5,000
square feet to the existing 18,(XX) -
square foot building, which will
serve as corporate- headquarters
for their construction firm. In"
—additionr-the-^-Scalamandres ailt—
construct a 40,000 square foot
industrial building on the presently
vacant land at the site. This
structure will be leased or sold to
another firm. Located on the
Freeport River, the property
cannot be bulkheaded according
to the New York State Department
of Conservation. Instead a
rip-rap (broken stones) method
must be used to fortify the
shoreline.
The Scalamandres, who still
live in this Village, where they
were raised and went to school,
own two industrial buildings, the
Ocean Plaza office building on
South Ocean Avenue and are part
owners in the Elks Plaza complex
currently under construction on
Merrick Road. Several years ago
they renovated the historic South
Shore Yacht Club, reopening it as
the Salty Bay Yacht Oub. In the
recreational field, they also own
the Freeport Indoor Tennis Gub
on Mill Road. The Scalamandres
also erected Freeport's first
luxury condominiums. South Bay.

As discussed Monday evening,
November 23, at the Board of
Trustees' open voting session,
the proposed new salary for the
Mayor, a fiiU-time position since
March of this year, would go to
S4S,000-from-its present annDal
$42,500, a S.S% increase. The
four trustees, if the new figures
are accepted as part of the
1982-83 budget, would receive an
87o increase, increa^ng ftom
$6,000 to $6,500 annually. The
trustees are still part-time
positions.
Mayor WUliam H. White, the
village's first, full-time mayor, •
explained that the trustees' raise
was in line with the 8% increase
given last year to municipal
employees under the terms of the
negotiated C.S.E.A. contract. His
own increase was less because he
considers himself on the "Year 10
line," at_whidi point' village
employees -only receive m 5 3%
cost of living increase, not the
additional 2.S% graded increase
built into the employees'
contract.
The final budget figures are not
yet finalized, according to a village
spokesperson, and several
more budget workshop sessions
are still scheduled.
Highway Dept. Employee
Charged As Non-Resident
FREEPORT - An employee in
the Village of Freeport's Highway
Department has apparently
becoine the village'sTirst municipal
worker to be dismissed under
an employee residency require-jnent
law, enacted by the village
about four years ago.
Alvin Moran, a Senior MEO,
was the subject of a hearing held
November 9th in the Mayor's
office. On -November 16th, in
executive session, the Village
Board of Trustees voted that
Moran was "deemed to i>e re-

S260.000 in assessed valuation will be added to its tax rolls to bring in

firm founded by his grandfather. Peter, for whom he was named. At
right is Village Superintendent of Public Works Edwin Prefer, whose
department's expa.nsion needs will be met by moving to the presently
unused Village sewer plant also on Albany Avenue.
