BALDWIN - Problems of security throughout the Baldwin School
District, as well as coihpliance with new State mandated fire codes,
were the subject of discussion at the business section of the monthly
Board of Education meeting held at Brookside School on December 12,
This followed ceremonies which matked the upcoming retirement of
English teacher Sandra Magarit.
(See "Just Write" in Baldwin
section of this issue.)
The subject of safety. and
security has-been discussed at
length at several recent Board of.
Education nieellngs in the context
of insurance as well as in
the context of compliance • with
State Department recommendations
which were included in
the recertification study of the
high school.
•According to Assistant'Superintendent
Richard Dopsovic,
Baldwin has been fortunate
in the past in not having high
levels of vandalism or security
problems. However, in the last
year in particular, acts of vandalism
have been rampant and
have included break-ins, the
destruction through arson of
the press box at the athletic field,
at the high school, graffiti, broken
windows and, most recently
over the past weekeiid, the chopping
down of a large tree at the
high school circle in front of the
Commons.
Dopsovic indicated that a survey
of contiguous school districts
showed that they spend
from S75,(X» to $125,000 per
year on sectuity whereas Baldwin
has only spent approximately
$15,000 per year. It has become
necessary, he'taid, to_s^p up
in a formal, asseruvc
and to get the word
down from Ms full-time position
within the next 30 days.
WWte, who has been offered
the posiUon of Hempstead Town
Deputy "Conimissloner of Planning
and Economic Develqjment,
recommended that the Board of
Trustees selec( his Deputy
Mayor, Dorothy Stonp, as interim
nuyor.
The next evening, Tuesday, at
a meeting of the Freeport Republican
Committee, Storm announced
(hat she wuuld seek election
as mayor in March.
That same evening, the Home
Rule Party of Freeport held its
own political caucus or nominating
convention and from it
emerged their mayoralty candidate,
Fred Hager, and two candidates
for the two trustee positions
that will also be on the ballot
in March. The two candidates ate
Lionel Socolov, founder of the
Home Rule Party and its candidate
for trustee two years ago;
and £d Monroe, a former member
of the Freeport School Board.

Mayor White, who will step
down — it was later learned —
by January 14, when he starts
his town position, not only served
12 years as mayor but the preceding
four years as a village
trustee.
In his statement at the public
(Cont.onPago24)
sectmty
manner
out that Baldwin will be searching
out and ptosecuUng offenders. '
Because of this, the cost
factor of security has become a
necessary eonsJderalion.-As-pirt-of
a general guidelines regarding
security, the topic of the fiscal
aspects of seauity was discussed.
This Phase I pntion of the tola]
security plan would first apply
to the buildings and parking
lots espedally during special
events and productions. Superintendent
Rotland Jones noted
that at times the high school is
like a "five ring drctis" with a
multitude of activities taking
-place in the building. He said that'
the District's priority must first
be the security of students and
staff and then concern with
property losses.
Dopsovic described a stepped
up security detail which could run
to SiSO per night, and which
would begin almost tintnediately.
Regarding this,, he requested
permission to contact outside
groups which had requested the
use of buildings so he could
assign fees for such usage. There
was detailed discussion on the
need for recovering the costs but
also on the fairness in approaching
groups which might have already
computed their expenses. It
was decided to approve the gen-eral'guidelines
regarding security,
leaving the spiecific appUca-
Jion of recovering some of the.
fiscals outlays to administration
with input from the Board. It
was noted that there are few non-school
related groups who would
be affected, but U was agreed
that some effort must be made to
consider the possibility of recovering
costs under the District's
commitment to fiscal-re-
—sponsifaUtty.
It was explained that a group's
use of volunteer security usually
does not prove successful. In
addition, although each' group
