Abrahams announces initative

County Legislator Kevan Abrahams, whose first district covers portions of north Baldwin and Freeport, outlined an initiative to "inventory all vacant and abandoned houses in the community, fine violators and drive blight out of neighborhoods."
At a wide-ranging discussion with local press, Legislator Abrahams acknowledged that there is no law which. prevents a landlord from keeping a home vacant. However, there are laws requiring that the properties be maintained.

cooperation of village and Town of Hempstead code enforcement officials as well as financial institutions, which in many cases, have foreclosed on the vacant properties. He spoke of a lengthy and lackadaisical foreclosure process which results in deteriorating conditions in the community and advocated legislation to speed-up procedures.
He is urging residents to report such properties to him either by phone (571-6226), fax (571-6726) or email (Kevan.Abrahams@mail.co.nassau.ny.uz). An upcoming newsletter will also include a tear-off so residents can easily be part of a "Drive the Blight from the Neighborhood" task force.
The discussion of these vacant homes . evolved into a discussion of the need for . affordable/workforce housing. Mr. Abrahams spoke of the importance of spreading such housing throughout the county. He noted that communities like Roosevelt and to a lesser extent Baldwin and Freeport have a more critical need to expand their commercial property tax base. Therefore, he said, he did not advocate using new space, particularly existing commercial space, for residential housing. Restoring vacant homes, he said, will be a valuable way to expand affordable housing, restore property to the tax rolls and improve residential
neighborhoods.
Commenting on possible uses for the county property north of Coes Neck Park, the legislator stressed that his information indicates that the area is contaminated, contrary to comments made by one health official at a community meeting last year.
He outlined the history of the property beginning with the dumping of debris from the old Garden City Hotel 40 years ago. Several years after, a smell, like rotten eggs, emerged from the site. The state and county filled-in the property which remains unused.
About 10 years ago the town was interested in purchasing the property for affordable housing. However, an environmental impact study showed contamination and the town did not proceed with purchase plans. Presently Legislator Abrahams is communicating with Department of Economic Development • officials to see how to clean up the area. Although he'has been told that the contamination is contained, he questions if the contaminated area has spread since he believes that the porous soil is a problem.
