ulti-family houses a grovifing problem

"In the wake of last month's murder of a woman at a home in East Meadow, it was discovered that the landlord illegally converted his single-family dwelling into a rooming house and rented three basement and two upstairs rooms to five individuals," said Nassau County Assessor Harvey Levinson.
The press conference on illegal multi-family dwellings took place on Tuesday in front of this residence which, according to Mr. Levinson, was "the most dramatic demonstration of illegal multi-family dwellings in Nassau County."
The home on Post Street in East Meadow is an extreme example of the dangers that occur as a result of illegal apartments which are becoming very common in Nassau County, he said. The safety of residents is compromised in one way because fire codes are violated, making the homes "fire traps," according to Mr. Levinson.
"By the end of 2003, reports indicated
that an estimated 100,000 illegal apartments exist in Nassau and Suffolk counties," said Assessor Levinson.
The violation of property tax«s is another result of illegal apartments and has raised concern among not only many Nassau County residents and community groups, but is now being addressed by Mr. Levinson.
"Mr. Levinson discussed every single idea and angle that the Committee Against Illegal Rentals (CAIR) has been bringing to the attention of the Town of Hempstead Buildings Department for the past three years," said CAIR co-founder Bob Young.
If the home in East Meadow had been. assessed as a business, its property taxes would have increased dramatically, nearly quadrupling from approximately $5,700 to $21,700, according to Mr. Levinson.
Nassau County Legislator David Denenberg is highly concerned about this issue because it affects the quality of Ufe
in Nassau County and has a direct impact on the schools. Rosalie Norton, the incoming president of the West Hempstead Civic Association, and Scott M. Jablow of the Cathedral Gardens Civic Association, share Mr. Denenberg's concern on the impact on the school system.
Members of these civic organizations have been working to curb illegal multi-family dwellings for several years, but Mr. Levinson's initiative is the first that has been addressed by the county, Mr. Young said.
"Mr. Levinson demonstrates courage and foresight in proceeding to act aggressively on this issue," said Mr. Young. CAIR thinks that the murder of die woman in East Meadow was a tragedy that could have been avoided if more aggressive action against the problems of illegal
rentals had been taken earlier.
Many people who reside illegally are potentially sending three or four children to public schools, but are'not sharing in the taxes that are necessary to pay for the increasing school budgets. This crisis is illustrated by the Sewanhaka Central High School District, which alone lost $8.8 million to the estimated 13,000 students as a result of illegal rentals, according to Joe (continued on page 3 )
