Freeport school board sets tax levy

Freeport Board of Education members officially set the Freeport school tax levy at their August 11 meeting, in the wake of what Superintendent Dr. Eric Eversley referred to as "helpful news" - namely, the long-awaited passage of a budget by the state.
Assistant Superintendent for Business Kishore Kuncham announced that the legislative agreement would result in an increase of 5.3 percent in school aid statewide. Freeport would see an increase of over three percent, some of which consisted of increased building aid already accounted for, making the actual increase approximately $744,000, or 1.78 percent. As a result, the average/blended tax rate would see an increase of 8.98 percent.
Mr. Kuncham was asked about the Campaign for Fiscal Equity lawsuit settlement (now in the hands of a specialmaster) and how that would affect the tax rate. He responded that the effect was as yet unknown, and that whereas a settlement was several months in the future, it would have a limited effect on the current budget. Board member Michael Raab spoke for everyone when voicing resentment at how "the state makes us look like the bad
guy."
Dr. Eversley spoke about the upcoming First Day of School activities, and mentioned that the community was being informed and that the hope was for good weather for the barbecue. He also spoke of the Official Working
Group on Gangs and its accomplishments -an education effort including a power-point presentation, a community activity guide to provide alternative activities for youths (which is currently being revised) and outreach to organizations and the community. Dr. Eversley announced that planning is underway for what he described as an "education fair" taking place at the Rec Center in October that would have the purpose of "connecting people with resources." When asked if the board should be represented in the working group, it was noted that any member can observe the working group's activities.
The board then discussed its committee stucture, agreeing to keep the seven committees it already has: Community Outreach, Budget, Safety, Policy, Legislative, Goals and Library. An item on the Finance/Budget Advisory Committee (which includes members of the community charged with the task of overseeing and advising the board on the budget process) evolved into a wide ranging discussion on the committee's - and the board's - role in monitoring district finances.
Suggestions forwarded to the board's budget committee included term limits for committee members (to keep "new blood" on the board) and making the board's role year-round rather than just starting with the budget process (so that they can play a role in monitoring the district's finances).
