Assembly will look at civil confinement measure in 2006

Assembly Speaker Sheldon Silver announced earlier this month that the State Assembly will examine legislation that demands stricter sentences for convicted sexual predators and may include a civil confinement policy.
Assemblyman David G. McDonough, vice-chairman of the Assembly Republican Task Force on Sex Crimes Against Children and Women, said the Assembly has repeatedly failed to act on Republican-sponsored legislation that would keep the most dangerous sex offenders behind bars.
"In the absence of statewide laws many towns and counties have taken matters into their own hands passing legislation that would protect our communities from convicted sex offenders," said Mr. McDonough. "It is about time Assembly Democrats made civil confinement a priority for the upcoming session. It is our responsibility as lawmakers to do what is necessary to protect citizens from sexual predators."
Assembly minority members began introducing civil confinement legislation in 1993, but according to Mr. McDonough and other Assembly
Republicans, the Democratic majority has blocked the bill from coming to the floor for debate and a vote.
Assemblyman Tom DiNapoli, a member of the Democratic majority, told The Leader that "the Assembly will look at the issue carefully. We plan on holding extensive hearings and will make sure we have a responsible package. These things take time."
In July of this year. Assemblyman McDonough held a task force hearing at a Merrick firehouse to raise awareness about minority legislation that advocated civil confinement for sexual predators. The minority legislation focused on strengthening the state's Megan's law and providing additional measurements to monitor the whereabouts of dangerous sexual predators.
In Nassau County there are approximately 418 registered sex offenders, based on information from the New York State Division of Criminal Justice Services.
