Job creation, economic opportunity and expanding the local tax base - that's the purpose for designating Freeport one of New York State's newest Empire Zones.
Earlier this month, Governor George Pataki and the leaders of the state Legislature signed a Memorandum of Understanding establishing three new Empire Zones this year, including one here in Nassau County. In addition to Freeport, Nassau County's Empire Zone will assist business development in Roosevelt, Bethpage (at the former Grumman site). Glen Cove, Elmont, Inwood, New Cassel, Uniondale, West Hempstead and the village of Hempstead.
Ellen Kelly, director of Freeport's Community Development Agency, told The Leader that the areas covered in the Empire Zone designation include the "North Main street corridor, the central commercial corridor [along Sunrise Highway and Merrick Road from Guy Lombardo Avenue heading east] and a large portion of the industrial park."
The Empire Zone program utilizes a variety of tax incentives to stimulate economic growth and job creation. Qualified businesses located in an Empire Zone as well as businesses that relocate to an
Empire Zone may be eligible for sales tax exemption, real property and business tax credits. In a press release issued by state Senator Charles Fuschillo, who supported Freeport's participation in the Empire Zone program, there are additional benefits, including wage tax credits and utility rate reductions "that enable a business to operate almost tax-free for up to 10 years, with additional savings available on a declining basis in years 11 through 15."
"This is a great opportunity for the residents of Freeport to benefit from this valuable state program. It has been a long wait for this but now this area can expand existing businesses, attract new businesses and create much needed opportunities for employment," said Senator Fuschillo at a news conference earlier this month.
He was joined with other state Senators from the Nassau delegation as well as Empire State Development Corporation Chairman Charles A. Gargano, Nassau County Executive Thomas R. Suozzi and Hempstead Town Supervisor Kate Murray.
Statewide, more than 300,000 people are employed by 9,500 businesses operating within 72 Empire Zones. Through an a agreement enacted in 2004-2005 state budget, the Legislature authorized 12 additional Empire Zones to ensure that one is located in every county by 2008.
