consioers fence moratorium

Freeport trustees held the first of r\vo public hearings Monda\' on a proposed amendment to the \'illage code to withhold all permits for all fencing in yards abutting or adjacent to canals and other waterways.
A proliferation of high fences of varj'ing heights and designs obstructing views of the waterways prompted the Department of Buildings to request a sLx-month moratcffium.
The amendment to the Village Code must first be reviewed by the county Planning Contimission before trustees can vote on the law at a second public hearing on Tuesday, June 4.
In his presentation at the hearing. Deputy Village Attorney Howard Colton noted that an exception to the proposed moratorium would allow erection of fences not more than four feet high and of open design. Tlie moratorium could be extended for an additional year after the initial six-month period.
In comments from the public, Alan Jay warned that allowing a four-foot fence could pose a safety hazard because children could easily climb o\er and endanger themselves near the water.
The moratorium would not apply to permits already approved for the constniction offences higher than foiu" feet.
In other business, trustees heard jfirom two residents of Ray Street about the deteriorating conditions of the roadwav.
.Ann Marie Hurtado and Richard Quinn asked that the \illage consider repairing the street in the near future.
Ms. Hurtado called the condition of Ray Street "deplonible.""
Mr. Quinn noted the existence of "52 potholes in 800 feet of roadway."
Mayor William P. Glacken said he was aware of the condition of the street and preliminary engineering work would need to be done before bids are requested. "We try to do the streets that are in the worst condition," he said.
Trustees approved a small number of routine agenda items, including:
• A reduction in the ta.K assessment for 145 North Main Street by $1,007 and for 780 Guy Lombardo Avenue by $1,108 due to estimated water readings.
• A two-year contract at $ 15,000 per year to Tanner Industries Inc. of Soutampton, Pennsylvania, for aqueous arrunonia.
•An agreement extension with Broadway Auto Towing Inc. tfarou^ July 31.
During public comment, Alan Jay had high praise for the fast response by Fieeport police in arresting a drunk driver who had struck his parked car outside his residence on Friday. Mr. Jay said in answer to critics of having a village police force that 'Treeport cannot afford not to have its own police force."
Following the agenda meeting and public conmient, the board adjourned to executive session. The next regular meeting wUl be Tuesday, June 4.
Baldwin's Memorial Day Parade wiU be on Monday, May 28, wifli line-up along Grand Avenue and a starting time of 9:30 a.m.
Contingents vdll represent local schools and community groups and march to Silver Lake Park, where ceremonies honoring those who died in service to the country will be conducted.
Invited honored guests include Gold Star Mother Dorothy
McKeima and the families of soldiers WiUredo Urbina and Julian Arechaga, who died in Iraq during the current conflict
AU are invited to attend, and particularly to stay for the final ceremonies.
In addition, trophies will be presented for both adult and youth participants in the categories of Best Appearing, Best Band and Best Float.
