Heated exchanges rock village board meeting

Discussions at Monday's village board meeting became heated at times as several individuals questioned the Hardwick administration on issues ranging from serious concerns of local police union members about the department's chain of command, the village's commitment to the annual festival along the Nautical Mile, to as-yet informal plans for a garbage incineration operation and other topics.
Others questioned the mayor's video camera policy for airing meetings on the local cable station and how the vendor for the cameras was selected.
The annual public hearing on the Contununity Development Block Grant Program requests also took place.
Freeport police union President Shawn Randall and 25 members of the Freeport Police Benevalent Association (PEA) attended the meeting to express concern over the sudden elimination of the posi-

tion of deputy chief. With Police Chief Michael Woodward away on vacation and the assistant police being out sick. Officer Randall expressed concern about the absence of the department's top leaders.
Village Attorney Howard Colton noted that the assistant chief, Al Gros, was available for duty if necessary and Mayor Andrew Hardwick added that "the next senior person is in charge" in the absence of the others.
The department has six lieutenants vvho are dispersed on various shifts.
Regarding the deputy chief's position, held by Debbie Zagaja until Monday, the •mayor said he would be "looking for new leadership." He said that the deputy chief and assistant chief positions were not Civil Service ranis but were jobs created under the Glacken administration.
The mayor told the PBA members he would meet with them in his office while the meeting continued • and Officer Randall led the other officers through the door behind the dais toward the mayor's
office. However, Mayor Hardwick opted not to meet at that point and remained at his seat.
After a few minutes, the officers returned to the meeting room.
Audience member Stephen Malone, a former assistant village attorney, weighed in on the situation, calling it "Scary. No police chief, assistant chief or deputy chief, it's a serious concern." He urged the mayor to meet with the officers during the meeting..
"We can meet in my office tomorrow," Mayor Hardwick replied.
Officer Randall later told The Leader that "I'm not meeting with him tomorrow. He knows where to find me."
Resident Michael Raab raised two issues that could greatly impact Freeport, the possibility there would be no Nautical Mile Street Festival in June and as yet unannounced plans to undertake garbage incineration as a means of generating electric power.
Deputy Mayor Robert Kennedy said
the village is considering not having the event, citing the high overtime costs for police and fire protection and the ambulance service,
"Ninety percent of Chamber of Commerce members said they didn't want it," stated Mr. Kennedy.
Mr. Raab asked that trustees be polled on the issue to determine if this was the feeling of the entire board.
The deputy mayor said a meeting on the issue would take place Wednesday, March 10, at 6 p.m. at Village Hall.
Mr. Raab also asked about a proposed garbage incineration plant and when the plan would be presented to the public for input.
Mayor Hardwick said he was "still researching" the idea and that an RFP [Request For Proposals] "would be going out" in the near future.
Trustee William White interjected, "Is there a document for us to review right now? As far as I know, there is no document regarding an incinerator."
