As a result of successful
budget negotiations com-pleted
in Albany last week,
State Senator Dean Skelos
(R/C-Rockville Centre) has
obtained $2,281,494 in state
aid for the East Rockaway
school district. The Gover-nor
has proposed only
$8,787 more in aid to this
district but Skelos and his
colleagues in the Senate
Majority were able to win
additional aid. All totalled,
Skelos has won more than
$91,000,000 in aid for the
Ninth Senatorial District
schools. Due to the efforts of
Sentor Skelos, East Rocka-way
will enjoy a net increase
in aid of $252,926.
Under a new appropria-tion
called supplemental
support aid, every single
school system in Skelos' dis-trict
will be receiving addi-tional
state money. "Many
of our suburban school dis-tricts
had not been expect-,
ing any increase in funding.
Many were to be maintained
at the same level as the pre-vious
year. Additionally, the
Governor proposed drastic
cuts in state aid to many of
our suburban districts. He
wanted to cut aid to Law-rence
by $470,955. He

wanted to cut Oceanside bv
$392,583 and Rockville
Centre by $231,961 and Val-ley
Stream Central by
$375,948 but fortunately, we
are not only able to forstall
these potentially disastrous
cuts but, under this new
supplemental support aid,
win increases for every sin-gle
one of the districts I
represent," said Skelos.
"This is the third year in a
row that school aid to East
Rockaway has increased,"
stated Assemblyman Arthur
Kremer, who is Chairman of
t h e Ways and Means
Committee.
"Continuing the trend of
last year," he said, "the 1985-
86 school aid package con-tains
significant increases.
The increases include grants
for computer software,
library aid, transportation
aid and a new type of operat-ing
aid that will allow dis-tricts
to get their aid based
on costs forced on them by
the Regents' action plan and
to address the issue of class
size.
"This is a very progressive
package," Kremer con-cluded.
"For the first time it
provides new aid for Hat
grant and save harmless dis-tricts
which will realize a

more substantive increase
a f t e r years of minor
increases."
A total of $16,700,000 in
supplement support aid was
added to the budget for Nas-sau
schools. "This supple-ment
aid is a lump sum
award that may be used for
•anything from new books to
increases in staffing. 1 think
it will be particularly useful
to our suburban districts
who faced with declining
e n r o l l m e n t and ever-increasing
property taxes,
need some hedge against
inflation."
"I believe that this budget
agreement is particularly
favorable to our suburban
schools, and 1 am pleased
that working with my col-leagues
in the Senate Major-ity,
we were able to deliver
the state dollars necessary to
preserve the high quality of
education here on Long
Island," said Skelos.
Besides reducing operat-ing
aid the governor had
proposed eliminating the
"save harmless" provision.
Under the complex "save
harmless" formula school
districts are guaranteed at
least the same amount of aid
that they had received in the
previous year, regardless of
enrollment. Skelos and his
colleagues in the Senate
majority fought successfully
to have the "save harmless"
provision preserved. "Edu-cation,
is and will continue
to be, one of my highest
legislative priorities. 1 will
continue to fight for our fair
share of state aid to main-tain
excellence in educa-tion,"
concluded Skelos.
