The open meeting of this Mon-day
evening was set to hear first
reports on the efforts of the land-lords
to come up with some sort
of proposal and name their own
"Board of Review" in order to
facilitate the solving of the many
complaints of the tenants.
The Proposal which was read
to the resident tenants was as
follows:
From: The Committee of A-partment
House Owners, Village
of Lynbrook: The Committee of
apartment house owners of Lyn-brook
having been formed at tlie
request of Mayor Francis X.
Becker, is keenly aware and sen-sitive
to the fact that the spiral
of Inflation over the past years,
which has caused s i g ^ c a n t in-crease
in the costs of operating
apartment houses, is now cul-of
rent increases. We realize
that in some cases this rent in-crease
represents a hardship to
the tenant, and we are searching
for an equitable solution to our
mutual problem.
The apartment house owners
of Lynbrook recognize that Rent
Controls are destructive, not only
to the owners, but to the local
community as in the following
ways:
1. Rent control destroys the
local Tax Structure. (Controlled
apartment tenant).
2. Rent Control destroys the
social fabric of the community.
(Controlled apartment owners
have no desire to rent to the
good housekeeper, stable tenant.
Controls give the owner an in-centive
to rent to the unstable
tenant, who will vacate the a -
partment at shorter intervals.)
3. Rent Control destroys the
physical housekeeping of the
buildings by removiig the owners
incentive. This results in the
downward spiral of deterioration
of all housing so well exempli-fied
by New York City.
4. The institution of Rent Con-trols
will assure that all future
housing in Lynbrook would be of
a government subsidized nature
catering only to the low and mid-dle
Income groups. Private capi-tal
cannot and will not venture
into areas which are Rent Con-trol
oriented.
We are convinced that the ex-pedient
cry of rent control to-day,
would result in disaster for
the entire community tomorrow.
After careful consideration to
the best Interests of the commun-ity
as a whole and tenants and
owners, within that community,
we hereby undertake to assurfe
"fair and equitable" treatment
to the apartment residents of
Lynbrook by subscribing to the
following code for tenants In
occupancy.
1, /..fter equalizing rents, at
the mean level.Jbetween the h i ^
and low for similar apartments,
to assure that no tenant was re-ceiving
preferential or prejudi-cial
treatment, owners would be
required to pledge that rent in-creases
would be of a fair and
reasonable nature.
2. Tenants would receive no
less than three month's notice of
any lease renewal. Each tenant
would have erne month to respond.
3. The tenant has the right to
a two year lease, with a tax es-calation
clause permitting the
landlord to pass along any tax
increases during the second
year on a pro-rata basis.
4. On two year leases, kitchens
and bathrooms would be repaint-ed
at least every two years, and
the entire apartment at least
every four years. On a three year
lease, the entire apartment is to
b6 painted. In the alternative,
there may be an appropriate
painting allowance.
5. No more than two months as «

to single out Individual
tenants arbitrarily when making
rent increases. Tenants should
pay the same rent for similar
accommodations.
7. Each tenant would have the
r i ^ t to have his lease renewed
providing, he has not been de-structive
of the building, disrup-tive
to his other tenants, or vio-lated
any of the other terms of
his lease,
8. Owners are obligated to keep
the buildings clean and the equip-ment
in good operating condition,
and to supply heat, hot water,
and refrigeration.
9. A three man, self-policing
board of review will be estab-lished.
If an owner is on the
board, and party to a case be-fore
the board, he will be dis-qualified
from service on that
case.
The purpose of this board will
be to hear and mediate any case,
where a tenant does not feel
that he has received "fair and
equitable" treatment, as to lease
renewals.
Full minutes of each meeting
will be recorded. Both the min-utes
and the recommendations
of the board will be submitted
to Mayor Becker for review.
If the Mayor, or his representa-tive,
does not feel that there has
been a "fair and equitable" reso-lution,
he may remand the case
to the board for further consid-eration
and recommendations.
At the conclusion of the read-ing
of the special Proposal from
the Landlords at the hearing,
various local residents were
given the floor and the oppor-tunity
to be heard on their opin-ions
of this special proposal
ajod opinion ranged from an ex-treme
of calling it an outrage
to the intelligence of the apart-ment
house residents and an
outright "Manifesto" on the part
of the landlords to some milder
critical views.
Mayor Becker suggested that
at least it was a good beginning
