C. William Gaylor has been
sworn in to replace recently
retired Lynbrook Village Justice
Nathan E. Zelby. Judge Zelby
was re-elected to an un-precedented
6th term in March of
1969, but because of personal
retirement plans he was unable
to continue in the capacity in
which he served for 24 years.
Judge Gaylor had served as
Acting Village Justice, and since
Judge Zelby's retirement has
been presiding over Lynbrook's
court.

Service Commission Receives Complaint
In an unusual move, Mayor Francis X. Becker
and the Board of Trustees of the Inc. Village of
Lynbrook voted to fight what they termed ''Ex-orbitant
Increases'» for fire hydrant rental. In
a unanimous vote on a move by Trustee Lawrence
Florio, it was decided at a special meeting of the
Board on July 19th to file a complaint with the
Public Service Commission.
The action stems from a communication re-ceived
by Village Clerk, Joseph Vitelli, announcing
an annual rent increase from $63,00 to $90,00 per
fire hydrant. Multiplied by the 389 units now in
use, the increase comes to a sizeable $10,503.
A temporary increase to $70,69 per unit had been
granted by the Public Service Commission as an
interim move in November of 1970.
Commenting on the action. Mayor Becker said
"We have worked very hard to keep our Village
tax rate the same for four years. We've made
every effort to invest wisely and spend cautiously
so we feel well justified in challenging the Long
Island Water Corporation when it announces an
increase of almost 50%. The Board calls it ex-orbitant
— I think unconscionable is a better
word. We are anxiously awaiting to see what the
P.S.C. does with our complaint I think they
will be hard pressed to justify granting an increase
of this magnitude."
It should be interesting to see which of the old
adages hold — ''You can't beat the utilities"
— or "You can't beat City HaU," It is certain
one will emerge victorious.
At a special 12:15 Mass, Sunday, August 15,
1971, a new bell for Our Lady of Peace Church,
was dedicated. Monsignor Ronald Mac Donald is
shown blessing the bell. The bells then played
electionically the beautiful "Ave Maria." It was
truly a Sunday to remennber, one more step in
beautifying the spirit of Lynbrook,
In accordance with the authorization approved by the voters at the special referendum held on July
12,1971, the Village of East Rockaway took title to the Pic Design Properties today.
The acquisition of these buildings represents the first step in the expansion and improvement of the
East Rockaway Public Library facilities. East Rockaway Library Director, Mr. Donald Jacobsen, in
conjunction with the Nassau Library System and the East Rockaway Library Board of Trustees, is
already busy working on plans for the new home of the Library. It is expected that these plans will be
finalized in the next few weeks so that renovation work can be started.
Present at the title closing for the Village were Arnold E. White, Mayor, Jack M. Steingart, Village
Attorney, and William R. Overs, Clerk-Treasurer. Mr. A. Small, Vice-President and Comptroller of
Pic Design, and Mr. David P. Simerman, Attorney, represented Pic Design Corporation.
