to an announcement made to the
Independent Review by
Malverne Board President
Charles L. Henderson at the
monthly District Board of
Education Meeting held Tuesday,
September 14.
According to the Malverne
Board, a Local Public Works
Capital Development and In-vestment
Program, to be ad-ministered
by the Economic
Development Administration of
the Department of Commerce,
makes federal funds available to
states and local governments,
including school districts, on a
direct grant basis, primarily for
construction projects.
The Federal Program, which is
pursuant to Title I of the Public
Works Employment Act of 1976
states as its objectives, "to
provide employment op-portunities
in areas of high

unemployment through the ex-peditious
construction or
renovation of useful public
facilities and as a counter
cyclical stimulus to the national
economy."
Voter Approval Essential
While application is made

entailing a new school, voter

Affording to Henderson, "the
need for immediate action
prompted the Board to act
positively on authorizing ap-plication
for funding." He added
that, "full details of the precise
plan of action were being ham-nwired
out at this time and were
to be discussed at a Special
Public Meeting planned for
Tuesday, September 21, in the
auditorium of the Howard T.
Herber Middle School on Ocean
Avenue in Malverne. But in
essence, application will be made
for a sum of approximately $5
million."
He also stated that the
referendum, which is scheduled
for Tuesday, November 9, would
ask voter approval only on the
basis of complete federal fun-ding.
In fact, the conmiunity will
be voting on November 9, for or
against a brand new school for
v\4iich building construction must
be completely Federally funded.
Henderson stressed that there
was absolutely no guarantee that
these funds wouM be granted
since it is antic^ated that some
500 New York School Districts
could be making application for
some type of construction. Since

He did state, however, that' 'we
have to go for the $5 million first.
If the government says 'yes' and
our district residents say 'yes',
we have a brand new school
building without a single cent for
construction provided by our
taxpayers. And we think that's a
pretty exciting prospect for all of
us."

CALL OF SPECIAL
DISTRICT MEETING
Mr. FRAISSINET offered the
following resolutions and moved
their adc^tion:
RESOLVED BY THE BOARD
OF EDUCATION as follows:
Section 1. A special district
meeting of the qualified voters of
this School District shall be held
(HI November 9, 1976, in the
gymnasium of Malverne High
School, on the East Side of Ocean
Avenue, Malverne, New York.
The voting of such special district
meeting shall be by ballot on
voting machines as provided by
the Education Law, and the polls
^all be open from 11:00 a.m. to
10:00 p.m. on that day, and as
much longer as may be
necessary to enable the voters
then present to cast their ballots.
Hie District Clerk is hereby
authorized and directed to have
the necessary ballot labels

nearly as may be with the
requirements of the Education
Law and the provisions of the
voting machine rules of this
school district.
Section 2. The business to be
acted upon at such meeting is to
vote upon the following
resolution:
RESOLVED THAT the
Board of Education of the
Malverne Union Free School
District is hereby authorized
to construct an elementary
school building at the parcel
identified as the North Site,
on the east side of Ocean
Avenue, Malverne, New
York, including sidewalks,
drainage, landscaping, site
preparation and site
development and other
improvements, in con-n
e c t i o n therewith,
PROVIDED that the cost of
such construction, im-p
r o v e m e n t s , s i te
preparation and develop-ment,
preliminary costs,
costs of maps, plans, sur-veys,
hearings, estimates
and all other costs necessary
and incidental thereto shaU
be fully funded by a grant
from the Government of the
United States of America;
and PROVIDED further that
no such cost4o be incurred
shall be appropriated from a
tax by the District.
Section 3. The members of the
Board of Registration of this
school district heretofore ap-pointed
are as appears on
Schedule "A", annexed hereto.
Section 4. The District Clerk is
hereby authorized and directed to
give notice of such special
meeting by publishing a notice
thereof, four times within the
seven (7) weeks next preceding
the district meeting, the first
publication to be at least forty-five
(45) days before the meeting.
Section 5. The Board of
Registration of this School
District shall meet at the
Malverne High School Gym-nasium
Foyer for the purpose of
preparing a register of the
qualified voters entitled to vote at
the school meeting and election
for which such register is

LATE FOR DINNER: The residents of 1 Talfor Avenue in East Rockaway almost
received some unexpected dinner guests last Saturday, September 18, when a head-on
collision occurred on Main Street, driving both automobiles onto the lawn and almost
into the area home. The East Hockaway Rescue Squad responded in minutes, ex-tricating
the three victims, who were then rushed to South Nassau Communities
