Kuncham: Support the bond issue on September 20

The Freeport School District is proposing
$6.9 million worth of capital improvement
projects to its eight schools. This capital
improvement initiative will be presented to
the public in the form of a bond referendum
to be voted on September 20.
The bond includes $5 million of upgrades
to school facilities including bathrooms,
HVAC systems, security cameras and exte-rior
lighting, lockers, some floor tile,
asbestos abatement, some ceiling and win-dow
replacement, masonry work, sidewalk
repair and some playground repairs.
An additional $1.9 million will be used
for the installation of a new synthetic turf
field with field lighting at Freeport High
School.
Money for the installation of the synthet-ic
field will come from the school district's
capital reserve fund at no cost to residents,
leaving $5 million to be bonded. If the pub-lic
approves, the bond issue, it will cost
approximately $9 a year for a home
assessed at $318,000 a year in Freeport. The
bond will be for 15 years.
Why now?
"The state presented us with an opportu-nity
to take care of many of the projects
found in our five-year [capital improve-ment]
plan through a program called the
Qualified School Construction Program
[QSCP]," explained Freeport
Superintendent Kishore Kuncham. 'The
state will absorb our interest costs - $1 mil-lion
on a $5 million bond."
. According to Dr. Kuncham, the district
learned about this opportunity in late April.
"This money was available as an offshoot
of federal stimulus funding. Freeport fit the
state's criteria, which is based on the dis-trict's
free lunch re-reimbursement rate,"
said Dr. Kuncham.
"We had to fill out an application that
was due on May 6 and we were approved
[to take advantage of this program] in late •
May to borrow $5 million. The stipulation
is that the public must approve the borrow-ing
of $5 million by referendum by
September 30," he said.
If the bond referendum passes on
September 20, the district will move into
the design phase of the projects. "The state
will review and then approve the designs, at
which point we will then put it out to bid,"
said Dr. Kuncham.
The proposed projects were evaluated
school by school. "We sat with the archi-tects
and building administrators to find out
what was needed. We wanted to look at the
capital improvements from both points of
view," said Dr. Kuncham.
Additionally a bond advisory committee
was formed and "they took tours of the
buildings to look at each project. They are
pleased with the projects and support this
bond," said Dr. Kuncham.
All the projects are due to be completed
in the fall or no later than the end of 2012.
The turf field should be ready for
Homecoming in 2012.
$5 million in projects
Columbus Avenue School will get an
upgrade to its public address system, toilets,
cafeteria/commons heating, ventilation and
air conditioning (HVAC), upgrade security
cameras and exterior lights and update to its
playground.
At Archer Street School, an American
with Disabilities Act (ADA) compliant
elevator will be installed as well as
HVAC in the cafeteria and an upgrade to
security cameras and exterior lights.
Bayview Avenue School will replace
classroom sinks and counters; upgrade
