Town of Oyster Bay
Takes Lead in Cleanup of
Bethpage Community Park
To expedite the cleanup and
remediation of Bethpage
Community Park and to facilitate a
total reopening of the park and
planned improvements, the Town
has signed a Consent Order with the
New York State Department of
Environmental Conservation ( DEC)
to develop and implement its own
remediation plan, based on testing
by its own experts, Oyster Bay Town
Supervisor John Venditto
announced.
" Since the closing of the park
following the discovery of PCB's
( polychlorinated biphenyls) in the
soil, the Town has been working
closely with State officials to get the
responsible parties to take legal and
financial responsibility for the
remediation of the park and develop
and implement a remediation plan in
an expeditious manner," Supervisor
Venditto stated. " Since it does not
appear imminent that the
responsible parties will have a
remediation plan in place, I feel the
only way we can get the park fully
back in operation and proceed with
plans for park improvements, in a
timely fashion, is for the Town to
take the lead.
" To this end, the Town hired
H2M Group, an environmental
engineering firm, to develop a
remediation plan, known as an •
Interim Remedial Measure ( IRM),"
the Supervisor continued. " The
Town also asked for, and received,
DEC approval for an Order on
Consent so the Town can proceed
with implementing the IRM
expeditiously. Now that the Order
on Consent has been signed, the
Town expects the DEC to approve
the IRM program so that the Town
can commence work on the actual
remediation and improvements."
The Supervisor went on to say
that the park will be remediated in
two phases. The first phase will be
near the current entrance to the
park. Once that area has been
remediated, the Town will, proceed
with plans to close up the existing
entrance to the park and construct a
new entrance from the Cherry
Avenue Extension. Upon
completion of phase I remediation
and improvements, work will begin
on phase II, which is in the area of
the ballfield where the greatest
amount of contamination has been
founded and will require more
extensive remediation.
" When the Town received the
first reports of contaminants in the
soil at Bethpage Community Park, in
May 2002, despite assurances by
the DEC and State Department of
Health ( DOH) that the park was safe
for public use, it was my decision
that in the interests of the health,
safety and welfare of the residents,
closing the park was the most
prudent measure," Supervisor
Venditto stated. " At that time, I made
a commitment that the park, or any
portion of the park, would reopen
only when the Town was satisfied
that conditions were suitable for
public use.
" As we have received those
assurances from the DEC, New York
State Department of Health and our
own environmental consultant, we
have opened certain areas of the
park. I know residents would like the
rest of the park open, and now that
the Town has taken the lead, that will
happen much sooner."
Town Councilman Angelo A.
Delligatti praised Supervisor
Venditto's leadership. " Supervisor
Venditto has demonstrated
extraordinary leadership in
facilitating this Order on Consent
with the State Department of
Environmental Conservation," the
Councilman said. " Positioning the
Town to perform the remedial work
necessary to proceed with planned
improvements was a bold move and
will result in the park being fully
opened much sooner than if he had
not taken this step."
Town Councilwoman Mary A.
McCaffery, who lives in Bethpage,
supports the Supervisor's action.
" The closing of the Bethpage
Community Park is the most
frustrating and upsetting issue I
have had to confront since my
election to the Town Board," she
said.
The Supervisor noted that talks
are still in progress between the
DEC and the responsible parties
and that the Town will be seeking
financial reimbursement from the
responsible parties for any work
performed by the Town in
connection with the remediation of
the park.
A Farewell Message for
Josie Petchonka
If you didn't have the privilege of knowing her first hand you surely knew
that face. If you never had the opportunity of having a conversation with her
you definitely must remember this little lady strolling through town with a
loaf of Italian bread under her arm. Josie Petchonka was in no other
words... ORIGINAL. She told it like it was, had an opinion about everything,
lived life to the fullest and was the inspiration behind the saying " good
things come in small packages. "
On Friday, February IS Josie Petchonka passed away after a battle with
lung cancer.
While I could go on and on about this special lady I can tell you that she
was a stick of dynamite and soft fuzzy teddy bear rolled into one special
woman. She was a dedicated wife, a loving mother, an adoring grandmother
a friend that you were lucky to have and so much more to so many. And while
she, unlike many of us, was not born here in Bethpage she was a fixture here
and a true part of why this community is so special. She was involved in
everything and if you asked her for something she'd gladly rush to your aide.
While I personally have many wonderful memories of this wonderful
woman perhaps the fondest memory of her involves a cast iron frying pan. I
had mentioned to Josie one holiday season that I was going to make
manicotti for my family. I told her I never made the shells by hand and I
asked her if she had a recipe. Of course, without hesitation, she gave me her
recipe for crepes. The next day I set out to make the manicotti shells. I fixed
the recipe exactly as Josie told me and began the process of trying to fry
them in a pan. After more tries than I would like to admit I had not one crepe
that was worthy to call a manicotti shell! I had to call Josie to find out what
I was doing wrong. Five minutes after hanging up the phone Josie showed
up at my door with a frying pan and an apron in hand. Apparently there was
a trick to crepe making and Josie was just the one to teach me. She explained
step by step and then began the task of pouring just the right amount of
batter into her pan. She made one, then two and then told me to take a stab at
it. I jumbled a little and Josie said my crepe was too thick. So she showed me
again. She made one, then two, then three and now it was my turn. I GOT
Fill The crepe was perfect. I told her I couldn ' t believe how easy it was after

Shirley Blanc Romaine will present a
program entitled " A Portrait of
George Bernard Shaw - Playwright
and Nobel Laureate" as part of the
library's on- going PORTRAITS
biographical series. Shaw ( 1856-
1950) wrote over 50 plays in a
remarkable career that spanned 70
years. He won the Nobel Prize in
1925 and his plays are performed
more often than those of any
dramatist writing in English - save
Shakespeare. His works are filled
with wit, humor, challenging ideas,
forceful characters, and eloquent
dialogue. Ms. Romaine who hosts
Cablevision's Art Scene on Long
Island will offer live performances of
scenes from some of his well- known
works. There will be visual aids.

Traveler/ Photographer will be at the
library on Tuesday, March 15 at 2: 00
P. M. with a fascinating slide/ lecture
entitled " Passport to Nepal." She
has been a six- time visitor to Nepal
and will present an exciting journey
through this medieval land that has a
known history of over 2000 years.
The first stop will be the fabled city of
Kathmandu, the capital, filled with
highly decorated temples, palaces,
monuments and a diverse cultural
mix. Then on to a rural hill village with
its shaman, midwife and musicians
from the " untouchable caste." This
is an unusual adventure in a remote,
mysterious land.

The Jungle Book
This re- telling of Kipling's classic
The Jungle Book will be performed
by the Arena Players Children's
Theatre at the Arena Players
Second Stage from March 5th
through April 10th.
Using audience participation, this
classic story features Mowgli: a
jungle boy raised by wolves. He lives
in the bush with his friends Baloo
the Bear, Bagheera the panther,
and Kaa the Snake. His mortal
enemy is Shere Khan, a man- eating
tiger who wants to rule the jungle,
and it's up to Mowgli, with help from
the children in the audience, to
defeat him.
Performances are Saturday and
Sunday at 1: 00 pm, March 5th
through April 10th. Tickets are $ 8 for

A Letter Carrier Says
" Auf Wiedersehen"

One of the comments a letter carrier often hears is, " I don't know how you
do it?!" Aside from the obvious reason of doing it because we have to, for me
I can honestly say it was the good people of Bethpage that helped me make it
through the day. It was the cold water offered on 90 degree days and the hot
coffee on 20 degree ones. It was the laughs and smiles of friendly faces that
helped keep me upbeat on the most grueling of days. I am now leaving for a
change in my career and although I have tried to say a personal farewell to
most of you that I have served, I know I have missed a few and wanted to
make sure that I said goodbye and thank you for all of your kindness. So to
the good people on: Central, Park, Baldwin, Parma, Broadway, Seaman Ave.,
Stewart Ave., Burkhardt, Benkert, Enness, Iram, Bishoff, Bishop, N.
Sheridan, Lee, Jackson, Lafayette, Steuben, N. Pershing, and Kearney, I
want you to know that you will always hold a special place in my heart. I choose
the words " Auf Wiedersehen" because translated from German it means, " til I
see you again" and as a resident of Bethpage I am sure I will run into you again
and hope that you will say hello even when I'm out of my uniform.

Bethlehem, PA - Certificates of
achievement were awarded to 1,350
Lehigh University students who
were named to the Dean's List for
the Fall 2004 semester. Names were
announced by Sharon K. Basso,
dean of students.

FBHS Presents
u Long Island and the Civil War 5?
The fascinating story of Long
Island's role in the Civil War -- the
historic regiments and ships local
men served in, the famous leaders
who lived here, and the home front
activities which supported the war
effort -- will be highlighted in a slide
program at the next meeting of the
Farmingdale- Bethpage Historical
Society which will take place at
Farmingdale Public Library, 116
Merritts Road on Sunday, March 13
at 2 pm.
Although no battles were fought
here during the War Between the
States, the conflict touched the lives
of everyone who lived from Brooklyn
to Montauk between 1861 and
1865. Local soldiers and sailors
fought in virtually every major
engagement of the war, and the
men and women at home backed
them up with rallies and sewing
circles, by volunteering as nurses
and by producing vital supplies.
The highly informative
presentation utilizes dozens of
historic nineteenth century images
and modern photographs which
have been carefully assembled by
professional historian and museum
curator Harrison Hunt. Mr. Hunt is
the author of two books on the Civil
War, Hallowed Ground and Heroes
of the Civil War, as well as the liner
notes for Rally Round the Flag, a
recording of Civil War songs of the
North.

Packages Prom Home
Recently the Archie McCord Post
86 of the American Legion sent care
packages to troops serving in our
armed forces overseas. These
packages consisted of candies,
snacks and toiletries. It is important
at this time to let our service men
and women know that we support
them and appreciate the great job
they are doing. Aside from the fear
and anxiety these men and women
face is the loneliness and longing for
home and loved ones. A package or
letter from home goes a long way in
helping.
Recently we received the

Iraq:

Republic of Iraq to thank you for your
generous care package. I practically
spent all my holidays with the Ryan

These pictures will show you what some towns have and
what the town of Bethpage doesn't have.
We need the proper traffic control and warning signs, and a
much stronger driver education at the high school, and maybe
these programs should be started in the lower grades also.
Sadly utility poles are reminders for all of us that there has
been a tragic accident which resulted in some young people's
death. Because of poor traffic control these poles have
become memorials. What a shame. I noticed right after our last
tragedy there was all kinds of police presence. Summonses
were given out for days, radar was used along Stewart Ave.,
local police, mounted police, motorcycle police, where did all
this go? We need this police radar and unmarked cars not only
at 10 o'clock in the morning, and early afternoon, but also
when school is out after 3 o'clock. Please as concerned
Bethpage residents let's do something now. Please make your
phone calls now. To the Town of Oyster Bay, the Highway
Dept. of the State of New York, and to the Nassau County
Politicians and Bethpage School System. Please consider
doing this now before we have another tragedy in our town. I
have taken various photos of some of the problems in
Bethpage. Also pictured are other towns like Jericho where
traffic signs are much more prominent.
Take notice of the small signs warning about a curve. This is
from across the road. If you can't see them, neither can
someone traveling at a high or normal speed. It's too late. The
signs are too close to the turn. Wake up somebody.

This sign is right at the school. All these signs should be a
different color. White blends in with a lot of other signs like
parking signs and others. They should be changed now.

What do we have? Going south on Broadway past Middle
School, one sign, next one in either direction five blocks away
on the corner of Coronet Crescent. Why?
Take notice of the small sign tacked up on pole. The same
problem is on the roadway going north.
Going south on Hicksville Road in Massapequa. Permanent
traffic control signs in both directions just north of Merrick
Road.

Could it be all these signs help? All these signs within 2
blocks.
Maybe it's time for a wake up call for students and residents
to see a wreck from a tragic accident placed on the front lawn of
the high school so everyone of us can be reminded of what can
happen when we speed. This has been done at other schools
in both Nassau and Suffolk. Why not in Bethpage? I hope these
photos will help us all in the Town of Bethpage. The time is
now to act. Don't wait till it's too late.

Because Being a Crossing Guard
Shouldn ' t Be Such a " Dull" Job

If you have ever had the pleasure of driving your children to school in the
morning you know first hand the stress that comes with your morning, or
afternoon for that matter, commute. The morning brings with it many
challenges. Remembering lunches, books, reports, projects, money, etc., etc.,
etc. The afternoon brings with a different assortment of problems. Most of
which involve what location you are driving " who" and " how ?? ia? iy" to. Yet
it seems one of the most stressful situation I have encountered on my to and
from school commute is one that I am sure many people have encountered as
well. You see I just can't see the crossing guard. If the weather is beautiful
and clear it is easier to see the crossing guard, but if it is rainy, snowy or just
plain cloudy then seeing this brave soul is almost impossible. And why? Well,
it really isn ' t our eyesight's fault. Instead, let's blame it on the brain surgeon
who decided that the crossing guards uniform should be a drab brown color.
A nice color if you wan to blend with the pavement but when you are
crossing children on a four- lane roadway like Stewart Avenue, brown just
doesn 7 cut it! From time to time I have seen our crossing guards wearing a
small orange vest, but let me tell you if it were me out there I would be
wearing a fluorescent yellow overcoat with a four foot crossing sign and
neon green gloves!
Why in goodness name are they wearing that dull brown ensemble?
Obviously, we all are supposed to be driving at a slower speed ( 20- 25mph in
a School Zone) yet it seems that even at those speeds the crossing guards are
blending into the street rather than getting our attention and it is quite simply
a dangerous situation.
Being a crossing guard is a dangerous occupation and one, which brings
with it much responsibility. Crossing pedestrians in heavily trafficked areas
is no laughing matter and requires sharp thinking and skills. Yet even the
most competent and skillful crossing guard is not effective if she or he can't
be seem from a distance. If you have to be two feet away to notice that there
is a crossing guard then there is something drastically wrong. Something as
easy as a uniform change or modification could not only make traffic flow
safer and easier but could also prove to be a lifesaver for crossing guards
and the folks they cross.
So I say to whoever is making the decisions... LIVEN UP THOSE DULL
UNIFORMS!! Think bright, think bold, think NEON!!! A crossing guard is
not what I would deem a dull occupation. Perhaps it is high time that their
uniforms reflect their importance as well as their role in insuring the safety
of pedestrians everywhere. And to our crossing guards I say thank you... and
take matters into your own hands. Buy fluorescent red gloves and a lime
green hat until someone in the " fashion- police department" gets the
BRIGHT idea of redesigning your uniform!!

Remembering Helen Nylund Norman
Longtime Bethpage Resident
Helen Nylund Norman, a
nearly life- long citizen of Bethpage,
died peacefully in her sleep at her
home in Tennessee on Saturday,
February 5, 2* 005. A small and
beautiful service was held in
Lebanon with her Tennessee family,
and her daughters, Nancy and
Shirley, are planning a memorial
service for her here on Long Island
on April 17, 2005.
The Nylund Family moved from
Brooklyn to Bethpage in 1922 when
Helen and her twin brother Roy were
two years old. She attended St.
Paul's Lutheran Church where she
was confirmed, where she married
James " Happy" Norman in 1946,
and where their daughters were
baptized.
Helen graduated from
Farrningdale- High School in 1938
and worked as an executive
secretary at Grumman Aircraft for
twenty- five years.
Helen and Happy Norman were
active members of the Bethpage
community throughout their lives.
Helen was a member of the
American Legion Auxiliary, the
Theodore Roosevelt Republican
Club, the Emera Chapter No. 676 of
the Order of the Eastern Star, and
the Sons of Norway. After moving to
Tennessee nine years ago, one of
the highlights of her week was
receiving the Bethpage Tribune to
keep up with the news from " home."
Helen is survived by her sister,
Margaret Upritchard of Glen Head;
her brother, Roy Nylund of East
Norwich, her daughters Betty Jean
Kurras of Lebanon, TN, Nancy
Norman of Bellport, and Shirley
Murphy of Blue Point, seven
grandchildren and six great
grandchildren.

she came and showed me. She of course told me it was her pan and that it
never ever fails. Josie had a cup of coffee and I finished making the crepes.
After that she went home with her p- an and 1, proud as could be, put my
crepes in the fridge. The next morning I woke up and went to get the
newspaper outside. There at my doorstep was the crepe pan with a note that
said " it's all in the pan— and this one is yours!, " Love, Josie. And while she
would have like me to believe it was the pan that was magical I instead know
it was her magic that made my crepes and so many other things in so many
other people lives JUST RIGHT! When it came to having a recipe for being a
good wife, a caring mom, a loving grandparent and a special friend, Josie
had all of the ingredients all of the time!
So to a very special lady, a lady I, and so many others, will miss more
than we can ever explain I say thank you and I love you for being YOU every
single day. Thank you for your honestly, sense of humor and thought fulness.
Thanks for lending me your sewing machine, which never quite worked right
and for giving me a very special pan which will not only ensure that my
crepes are perfect but will more importantly ensure that I will never ever
forget the ingredients that made you one of the most special people I have
ever met. Most of all I thank you for being a caring and loving person who
meant so much to me and to so many others who were privileged to have
gotten the chance to know you.
To the entire Petchonka and Foley families we extend our heartfelt
sympathy and prayers. Please take comfort in knowing that she is in a better

the meeting to order at 7: 40 p. m.

Appropriation - High School Auxiliary
Gymnasium Floor

Education accept insurance
proceeds in the amount of $ 47,036
from tr^ e District's insurance carrier,
resulting from a claim submitted by
the District regarding the High
School Auxiliary Gymnasium floor,
and be it further resolved that the
Board of Education be and is
authorized by law to increase the
voter- approval 2004- 2005 school
year budget appropriation by the
amount of the insurance proceeds
($ 47,036) for the purpose of
applying those monies toward the
repair of the High School Auxiliary
Gymnasium floor.

Consultant Teacher Services
Motion by Mr. Dauman,
seconded by Mr. Kelly, that the
Board of Education approve the
Consultant Special Education
Teacher Services agreement
between the Bethpage Union Free
School District and Bilinguals, Inc.,
Child and Parent Services, effective
September 1, 2004 through June
30, 2005. The Agency will bill the
school $ 85.00 per hour for
Consultant Special Education
Teacher Services with concentration
in Applied Behavior Analysis. The
Superintendent further
recommends that the Board of
Education authorize the Board
President to execute the
Agreement on the Board's behalf.

Rider to Agreement Between the
Bethpage UFSD and School
Construction Consultants, Inc.
Bethpage Board of Education Meets

Education approve a rider dated
January 25, 2005, to the Agreement
between the Bethpage UFSD and
School Construction Consultants,
Inc. (" SCC") dated July 8, 2003,
which rider shall extend the services
of SCC on a full- time basis until the
earlier of the completion of all
existing projects or October 31,
2005 at a rate of $ 17,500 per month
and should services be required
thereafter, extends services on a
part- time basis at a rate of $ 90 per '
hour, and further authorizes the
Board President to execute the
agreement on the Board's behalf.

Independent Auditor

WHEREAS, the District recently
received notification that the Board's
current Independent Auditors, the
firm of Miller Lilly & Pearce, LLP will
no longer be providing auditing
services as of January 14, 2005; and
WHEREAS, the District
requested proposals from several
auditing firms to provide immediate
services in connection with the
performance of the annual audit for
the 2004- 2005 fiscal year;
NOW THEREFORE BE IT
RESOLVED, that the President be
authorized to execute a
" Termination of Professional
Services" letter dated January 21,
2005 with Miller Lilly & Pearce, LLP,
and be it further resolved that the
Board of Education appoints the
auditing firm of Coughlin Foundotos
Cullen & Danowski, CPA, LLP,
effective January 26, 2005, to
perform the annual audit and related
services for the 2004- 2005 fiscal
year for a total fee not to exceed
$ 30,000, and
BE IT FURTHER RESOLVED,
that the appointment of Coughlin
Foundotos Cullen and Danowski,
CPA, LLP shall be subject to the
preparation and execution of an
engagement letter comprised to
mutually agreeable terms and that
the Board President be authorized
to execute such engagement letter
on the Board's behalf.

Auditor for the District Commencing

WHEREAS, in accordance with the
recommendations of the New York
State Office of the State
Comptroller, the Board issued a
Request for Proposals (" RFP") for
the services of an Independent
Auditor for the District commencing
with the 2005- 2006 fiscal year; and
WHEREAS, responses to the
RFP were received by the District on
January 21, 2005 and, thereafter, an
evaluation of the proposals was
conducted;
NOW, THEREFORE, BE IT
RESOLVED that the District hereby
accepts the proposal of Coughlin
Foundotos Cullen & Danowski,
CPA, LLP to perform the annual
audit and accounting services for
the fiscal year 2005- 2006 and, at the
District's option, the fiscal years of
2006- 2007, 2007- 2008, 2008-
2009, 2009- 2010, for a total fee per
year not to exceed the following:
2005- 2006: $ 31,000
2006- 2007: $ 31,800
2007- 2008: $ 32,600
2008- 2009: $ 33,500
2009- 1010: $ 34,500; and
BE IT FURTHER RESOLVED,
that the aforementioned

Dr. Marsh introduced Mrs. Janice
Yale, Director of Science, who gave
a very interesting and thorough
PowerPoint presentation on the K-
12 science program. Ms. Yale
discussed: ( 1) Assessment results
from last year; ( 2) Moving from
proficiency to mastery; and ( 3) K- 12
activities. Many positive comments
were elicited from the audience.
Afterward, Dr. Marsh introduced
Mr. Peter Elkowitz, President and
Ms. Diana Weir, Vice President, of
the Long Island Housing
Partnership, Inc. Discussion
followed concerning the 105 acres
of Grumman property being turned
over to Nassau County.

Bethpage Union Free
School District will be

Public Library, 47

purpose of voting by
voting machine upon

Library Budget and
tax levy for the fiscal
