Bethpage Continues Battle
For Stewart Avenue Light
By Linda Mangano
While this subject is extremely
difficult to write about I feel as
though something needs to be
said now. As the community of
Bethpage has had to face the
aftermath of yet another tragic
accident on our roadways this
November, we need to take
strong and swift action to try our
best to insure that this never
happens again. Yet, I ask myself
how can we prevent this from
shattering the lives of another
family? Do we need more lights
on Stewart Avenue ? Do we need
speed bumps, stop signs or speed
indicators ? Well let me start by
saying that in my opinion we do
need another traffic light on
Stewart Avenue. The stretch of
roadway is far to open and
allows for drivers of all ages to
accelerate to a higher rate of
speed before they come in
contact with another traffic light.
Yet I think that in conjunction
with this traffic light we need
something more. We need to
change the mindset of our young
drivers and we need to change it
fast. History has repeated itself
in Bethpage. Just a short while •
ago the young and promising
lives of three Bethpage boys were
lost. Their families were left
never to be the same. We all
witnessed this community come
together. And we all tried our
best to comfort those most
effected and heal their hearts.
And yet in spite of that loss and
tragedy, in spite of wristbands
and bumper stickers, which were
supposed to remind us of that
loss, we were forced to face it
once again with the loss of two
more children. While newspapers
and television broadcasts have
deemed Stewart Avenue as a
lethal stretch of roadway I
believe it is also a lethal frame of
mind. It is a lethal notion to think
that anyone can travel at a high
speed and yet be able to control
a car. We need to talk to each
and every student of our school
district, from the elementary
level through the high school
level. We need to educate them .
as to the dangers of speed as well
as the safety precautions which
need to be taken when driving a
car. We need to show them
driving footage and pictures of
accidents and perhaps everyone
should be mandated to take a
defensive driving course so that
we can finally ' drive' the
message home. I truly believe
that we need another light on
Stewart Avenue. But we need the
additional light along with
something else and that
something else is education! It
has to start in the minds of our
children and much in the same
way as we preach that drugs,
alcohol and smoking are lethal
we too must preach that a car is
a weapon and that when
someone sits behind the wheel of
an automobile they need to be
cautious and mind full of the
dangers as well as responsibility
that they have when putting their
foot to the gas pedal and turning
that ignition key. Maybe we need
to have a car placed on the High
School lawn. Maybe that is the
reminder that we all need, adults
as well, because adults are
certainly not exempt, You would
think that the faces and smiles of
the children we have lost in this
community would be a haunting
and never fading reminder. Yet
we were wrong. We can't be
wrong again. We need another
light on Stewart Avenue and we
need to educate EVERYONE as
to the dangers, responsibility and
hazards of driving a car. If we do
all that then perhaps we can say
that we tried our hardest to
prevent another tragedy from

BUZZARD 05!
It's ' Snow Wonder' thatBretton's Deli was open for business
at 6AM on Sunday morning. It's clear that the Blizzard of 2005
didn't have these dedicated deli guys " loafing" around.
mmm^ '* Wi\:*- 7>'<*!
While everyone raced to the supermarkets for, you guessed
it, milk and bread, huge piles of snow made life difficult for
shoppers and shopping carts alike.
Mother Nature certainly gave us her best one- two punch with this
weekend's blizzard.. Although estimates around the Island vary,
forecasters believe that the Bethpage area was hit with nearly 16
inches of fluffy white snow. And not only was Long Island forced to
deal with blinding hours of snowfall, we were also treated to an Arctic-blast
of freezing temps which made staying indoors the smart way to
deal with the Blizzard of 2005.
The streets of Broadway, and Stewart Avenue looked almost
cloudlike as high winds and blowing snow made for zero visibility. At
times, wind gusts were said to have hit the 50mph mark, which created
drifts that were nearly 3 feet tall.
Although this was our first " BIG" snou/ all, the Farmers Almanac
calls for significant snowfall in our region from mid February to early
March. So it seems that we are in for a long and cold winter. My
advice is stock up on the hot chocolate and long Johns!

Remember the old song ' Little
Things Mean a Lot?' Well, our
fighting men in Afghanistan and Iraq
are not issued certain things by the
government. Here are some of the
things they can use:
Q- Tips, gum, tic tacs, underwear
( Long John's), hot packs - hand
warmers, zip lock bags, desenex,
murine for the eyes, phone cards,
heavy socks. This stuff does not '
come under the G. I. issue.
If you remember another song
that Lou Monte sang about George
Washington, when he sang " Martha
made some pizza pies and now they
are cold as ice, we can sell them to
the Indians at only half the price.
And then he said No Tenga Nuton
which means in Italian I have no
underwear" so even George
Washington did not get issued
certain needed commodities.
So if you intend to send a
package over to our fighting men
here are some good ideas of what to
send.
Our county level VFW will make
up packages with these items for the
comfort of our fighting men. Any
help from our local people of course
will help immensely. In the case that
you would like to send an item, it can
be turned over to our Butehom
Bros. Post and the county level
would get it and forward it on.
The Bethpage Post meets on
every 2nd and 4th Tuesday at the
Police Boys Club on Stewart Ave.
and Central. It is the second building
after the police booth, and they
meet at 8 PM. Our community has
always responded well to help in any
way they can. All us old soldiers are
very proud of our community
people. It always brings back
memories of Joan Poppe. May she
rest in peace.
Letter To The Editor
Hello Linda,
How many nights have parents been faced with children who spike a high
fever late at night, or fall off their bed and break an arm, or suffer from an
unusual rash? They call their pediatrician, who gives them advice over the
phone, but, if they need urgent care - it means a trip to the ER.
Not anymore. Dr. Jeffrey Schor, Pediatric Emergency Expert, has created
a new solution called PM Pediatrics. The facility is staffed with Pediatric
Emergency Specialists, stocked with state of the art equipment sized for
children 0- 21 yrs ( including digital radiology system) and is all set in child
friendly ocean- front resort thematic design complete with live fish, digital
entertainment and " under the sea" exam rooms. PM Pediatrics is open 365
days a year with hours with compliment the primary pediatrician: 5PM-Midnight
Mon- Fri. Noon- Midnight Weekends and Holidays.
Attached is a release covering PM Pediatrics. If you are interested in
visiting the facility and interviewing Dr. Schor please contact me at 917- 592-

Dear Bethpage Community Residents:
The Bethpage Board of Education would like to provide an opportunity for
interested community residents to participate in this year's budget
development process. This process will begin in February and conclude with
the adoption of the proposed budget by the Board in April.
There are two opportunities to participate. All community residents are
invited to attend our regular Board of Education meetings. At these
meetings, the Board will discuss the various budget areas. In addition, this
year the Board is forming a Budget Advisory Committee. The ideal committee
will be made up of no more than 20- 23 residents who represent the various
constituencies of our community. This includes residents without children, as
well as parent representatives who will be chosen by the PTA. This
committee will meet immediately after the regular Board budget meetings.
There will be approximately four meetings planned that should be no longer
than two hours in duration. This committee will be moderated by a Board
member. The Administration will be in attendance to review the entire
budget. Discussion and questions will be encouraged. Ultimately, the task of
this committee is to provide a more detailed level of input to the Board, so that
the proposed budget will be supported by the community in May.
If you are interested in participating as a member of the Budget Advisory
Committee, please call Marlene Jannotta in the Superintendent's Office at
644- 4001, or Cindy Morris in the Assistant Superintendent for Business'
Office at 644- 4030.
The Board of Education will choose the committee from the volunteers
and contact you. If you are interested, please call no later than Friday,
February 4.
We look forward to a productive and inclusive budget process. Thank you.
Sincerely,
Tom Frost, President
Board of Education

Patriotism Fueled By Courage
In an era when military service is clearly more dangerous than it has been in
the past, two young men from Bethpage - 2004 graduates of our high school
- enlisted in the United States Army.
Pvt. 1st Class Adam Drobecker - trained with the 82nd Airborne and is
currently stationed at Fort Benning in Georgia awaiting orders.
Pvt. Eddie Chester graduated from Fort Jackson AIT where he learned to
repair Blackhawk helicopters. He is currently stationed at Fort Eustis in
Virginia awaiting orders.
Whether inspired by the assault on America on September 11, 2001 or
patriotism instilled in them by their families and deepened through their
studies in school, these fine young men have the courage to face the
enormous challenges inherent in military service. They are committed to " be
all that they can be" and to achieve that goal through service to our country.
God bless them both and keep them safe.
Kudos For TOB Snow Removal
by Councilwoman Mary McCaffery
From the women in the " War Room" handling the phone bank to the men
manning the plows, the staff of the Highway Departments, Sanitation and
support secretarial staff did a tremendous job over the past weekend -
clearing our streets and responding to emergency situations and inquiries
about the plowing.
Deputy Commissioner Richard Betz and his well- trained staff responsible
for removing the snow from 800 miles of roads and handling residents'
complaints were on duty 24/ 7 from 2: 00 PM on Sunday through late Monday
afternoon. This round- the- clock service is typical of the dedicated men and
women working in various capacities throughout the Town.
Residents can help in the snow removal.
( 1) Park your car( s) in your driveway
( 2) When shoveling your driveway, pile the snow on the left side so that
when the plow comes through, they won't push all the shoveled snow back
Councilwoman McCaffery visited the " War Room" where residents'
complaints/ requests were duly written down and responded to. In
emergency situations, the request for plowing is radioed to the nearest
worker. In other situations, the questions/ complaint is written down and will
be addressed as soon as the snow emergency is over.
As I was leaving, Terry said, " This man is calling to say ' thank you ' Several
of the other women also had thank you calls from thoughtful and grateful
residents - a note would be nice also.

in December of 2004. Bretton Bowl
President Gary Bretton was on hand
at the meeting to accept the check.

Carbon Monoxide Incident
Injures Three Residents
Not Too Late to Have Flu Shots
On Thursday, Jan. 20, 2005 at
7: 48 am, Bethpage fire dispatcher
Larry Krummenacker received a call
from the resident at 13 Silber Ave.
reporting " smoke in the house." The
Bethpage Volunteer Fire
Department was immediately
alerted. Third Assistant Chief Dale
Schultz arrived within minutes and
announced that there was smoke
coming from the chimney. This
appeared to be an oil burner
emergency. First Assistant Chief
Greg Patsos arrived and assumed
command. A search of the house
indicated dangerously high levels of
carbon monoxide ( 300- 500 parts
per million). The three occupants of
the house complained of headache
and dizziness; the classic symptoms
of carbon monoxide poisoning.
Chief Patsos requested an
ambulance to respond forthwith.
Firefighters proceeded to ventilate
the house in an effort to expel the
dangerous gases.
The homeowner said they were
awakened by the SMOKE detector,
even though they also have a
carbon monoxide detector. Smoke
had already banked down about half
way from the ceiling. These
occupants were lucky to have
awakened as most carbon monoxide
deaths occur while the victims sleep.
The three family members - a 36
year old male, a 68 year old female
and a 67 year old male - were
transported via Bethpage Fire Dept.
ambulance to Nassau University
Medical Center for possible
treatment in their hyperbaric
chamber.
Assistant Chief Schultz took this
opportunity to caution residents of
Bethpage to check their carbon
monoxide detectors and heating
system. The most common source
of carbon monoxide problems is the
home's hearing system. Assistant
Chief Patsos thanked the 25
volunteers who responded to this
emergency in the frigid weather.
There were no firefighter injuries
reported.
With hospital emergency rooms
reporting heavy numbers of flu and
flu- like illnesses, the Nassau County
Department of Health reminds
residents that it is not too late to get
a flu shot.
With the majority of Nassau
County physicians reporting that
their patients, 65 and over, and
those in the high priority groups
have been vaccinated, Nassau
County is now recommending
vaccine for all residents, ages 50
and over, and household contacts
and caretakers of all individuals in
the high priority groups. This
recommendation is in keeping with
the revised guidelines from the
Centers for Disease Control and
Prevention ( CDC) and the New York
State Department of Health.
" In Nassau County we continue
to hear some residents who say they
have not been able to get
vaccinated or that it is too late in the
season for vaccination," said Dr.
David Ackman, Commissioner of
Health. " Typically, flu season peaks
in February and continues into early
spring. We encourage those
residents aged 50 and over and
those who care for, or live with, the
high priority groups to ask their
health care providers for the
protection the flu vaccine offers."
Nassau County is continuing to
distribute additional supplies of
vaccine when available to Nassau
County physicians for their patients.
An additional 5,000 doses are
expected later in January. Any
physician who still needs to obtain
vaccine can call the Health
Department and be put on a list
pending receipt of the vaccine.
In addition, the department is
providing flu vaccine to hospitals,
nursing homes and long term care
residential facilities to meet their
needs.
To date, since the shortage was
announced in October, Nassau
County has provided over 65,500
doses of vaccine to providers and
the public.
Health care providers in need of
flu vaccine should contact the
Nassau County Department of
Health weekdays from 9: 00 AM -
4: 30 PM at 571- 3345.

St. Martin Basketball
This was the first season in many
years that St. Martin's has as many as
three girls basketball teams. Their
season ended January 10th. Coach
Paul Dorney led our developmental
4th grade team. The fifth and sixth
grade squads were coached by
Walter Wierzbowski and Jim
Hosford, respectively. The teams
finished in fine fashion and should
do very well in the coming years.
Special thanks to the girls' coaches
for doing an outstanding job. The
players also made major strides as
team players and showed great
sportsmanship. Also, thanks to the
fans, parents and guardians who
take the children to practice and
games and supported the girls
throughout the season.
Coach Jim Hosford's St. Martin's
sixth- grade girls were proudly
represented by Megan Hosford,
Aileen Pendergast, Julianne
Tiemey, Stephanie Ross, Katie
McGowen, Nicole Saitta, Rebecca
Hipp, Teresa Luti and Ariana
Ambrosio.
Wierzbowski's fifth- graders
finished 7- 5, winning four of their
last five games. The team jelled at
the end of the season - just missing
the playoffs. The back court duo of
the two Danielles' - Brusca and
Bergersen led the team during the
season. The girls played better each
games. Casey Wierzbowski,
Samantha Mercurio, Amanda
Castaneda and Melanie Santangelo
excelled on both ends of the court
chipping in with scoring or making
key assists or rebounds. Other key
contributors for the crew included
Christina Wing, Michelle Nendza,
Breanna Black and Sarah
Brandwein. Coach Wierzbowski was
aided by assistant Tom Brusca, who
brought energy and experience to
the team. The St. Martin Girl's
basketball teams should do very well
next year after their fine opening
season.
The St. Martin Boys season
continues for the fourth through
eighth grade.
The two fourth grade boys' teams
are playing excellent basketball in
their latest games. Coach Tom
McManus and Coach Charlene
DeCastro are doing terrific jobs with
their novice teams. McManus' crew
is led by Danny Ligowski's play
making and the strong rebounding
and solid passing of Mark Vasco.
Other key stand outs include
Connor McEllineys strong defense
and the consistent good efforts by
Justin Sabella, Ryan McManus,
Sean Ryan, Tim Wakely, Chris
DeMarco and Jonathan Gordon. Our
other 4th grade squad is also
learning the fundamentals of team
play which bodes well for next
season. Coach DeCastro has
several ball handlers she can count
on including: Eric Bergersen, Trevor
McDonald, Chuck Hoffman, Mike
Jacovelli and Johnny " G" Giannuzzi.
The rebounding is controlled by
Kevin DeCastro, Dylan Crotty, Tyler
Walsh, Zachary Licht and Kevin
Danglo. Teamwork and solid
defense is becoming the trademark
of both teams.
At the fifth grade level our two
squads are coached by Dan Gerber
and Gregg Tracy, respectively.
Playoffs start at fifth grade level and
will begin in late February for this
grade and above. The two fifth-grade
teams are vying for a one of
the three playoff spots in each
division. Gerber's record stands at 3-
3. His crew is led by Joey
Schultheis, Chris Antanucci and
Matt Zuk at guard. Nick Gerber, Chris
Seiter, Anthony Bilardi are major
contributors on both ends of the
court with sharp passing, scoring
and rebounding. Other effective
players for the squad are
newcomers Tom Stratford and Mike
Dunphy.
Tracy's " Blue" Fifth graders have
4- 2 record. Nicholas Pompanyo has
been steady at the point. At the
wings are Danny Chillianis and Joey
Walsh. They provide scoring from
the backcourt and help Pompanyo
direct the offense. Troy Tracy and
Justin Rohr are versatile players.
Both play guard or forward for coach
Tracy. The backbone of the defense
is led by front court players Paul
Bitetti, Frank Camidge and Zack
Lestrange. With the 2nd half of the
season just starting, look for both
5th- grade squads to make a run for a
playoff spot.
Lou Mayr's 6th grade squad is 4-
3 and in the thick of the playoff race.
Ed Conway's " Blue" sixth is 4- 3 and
are playing their best ball of the
season.
The seventh grade is
represented by three teams. After a

4- 0 start, Bob Luti's team suffered a
blow when point guard Greg Luti
went down with a fractured right arm.
During the next two games, A. J.
Zonin picked up his game to help
lead the team to two more wins.
During one game Anthony Imperato
and Rich Stella each connected for
six key points. Vinnie Volpe nailed
six baskets in the second contest.
After being out for a long stretch
with a cast, Luti was back with the
team. With a balanced attack and a
full compliment of players the " Blue"
squad extended their record to 8- 0
and is in first place. Kyle Tracy has
been outstanding all season. He
leads the team in scoring and
rebounding and has shut down the
opponent's top big man time and
again. Jesse Signa has aided the
impressive run with stellar defense
against the opponent's top player
and adding solid passing and
shooting. Scott Jackson is
beginning to get comfortable in the
offense. Jackson's soft jump shot
should help during the second half.
Another key player has been Ryan
Alford. He has been terrific in all
facets of the game. His solid play will
be missed as he is trying to
overcome a knee injury. He'll be
needed for the playoffs.
Coach Larry Reilly's 7th grade
" Gold" team is vastly improved from a
year ago. They are also fighting for a
playoff spot. Anthony Santorelli has
stepped up his play at the point and
is getting all players the basketball.
Jordan Mayr, Tom Rallis and James
Constantine are benefitting from
Santorelli's passes by scoring often.
Chris Romanelli and Conor Reilly
man the center position in different
ways. Romanelli has been taking
players to the basket to score while
Reilly is dishing off to open
teammates out of the post. Conner
McGuigan and Will Bergersen have
been playing guard and forward for
coach Reilly. Bergersen, has been
sorely missed. During a stretch of
three games he was not able to
attend two and was only 60% for the
third. With Bergersen back at 100%
and the improved team play, the
" Gold" Seventh should be able to
make a playoff drive. Not to be
overlooked for Reilly's squad is the
major improvement of John McGlynn
- especially on the boards and on
defense.
If the playoffs were to start today,
Coach Dan McGrath's " White" squad
would be in. The " White" Warriors
are 5- 3 and playing their best ball of
the year. The crew is led by the trio
of Nick Vasco, Orlando Castaneda
and Brendan Carr. They provide the
leadership and scoring for McGrath's
team. Fabio Gambino and Andrew
Klein have been stepping up their
play in each games. Dillon Lyle and
Tim Bettancourt provide strong
perimeter defense, while Nick
Murphy and Alex Vietheer have
been solid off the bench.
Andy Haugen and Tom Grillea
have been doing a great job with our
two eighth- grade squads. Both are
trying to establish the running game
to help make a push to the playoffs.
Look for more reports on our two
sixth and two eighth grade teams in
next week's article along with the
playoff drives of all our other St.
Martin's Boys teams.

Bethpage Continues Battle
For Stewart Avenue Light
happening.
We have been denied a traffic
light on Stewart Avenue and
Beverly Road many times before
at the request of Legislator
Mangano. I am well aware of the
expense in erecting a traffic light
as well as the studies, which need
to be conducted in order to
determine if a light is needed. To
that I plainly say that the price
tag of a traffic signal doesn't
compare to the price tag of a
human life and quite frankly
instead of conducting these
elaborate traffic studies perhaps
what needs to be studied are the
faces of those lost which can be
found along the telephone poles
on Stewart Avenue.
Published in this week's
edition of the Tribune are the
letters from Legislator Edward
Mangano requesting a light as
well as the denials from the
Department of Public Works.
These letters date back to 1999.
Upon receiving another
UGRENT request from
Mangano, there is yet another
study underway to determine if in
fact we will be granted the light
at the above mentioned location.
The Commissioner of Public
Works has reported to Legislator
Mangano that we can expect to
see improvements along that
roadway sometime in the spring.
It is our hope that his request
will be granted although
Legislator Mangano has stated
that if the light is not erected this
spring that he will not give up
but instead will fight harder to
see that a light is finally erected.
Mangano is presently
organizing a Citizen's Advisory
Committee to review the findings
of the present study being
conducted by the Department of
Public Works. All those
interested in participating please
contact Legislator Ed Mangano
at 516- 571- 6217.

Dear Mr. and Mrs. Zaboras:
Re: TSS # 147- 99 - Stewart Avenue at Beverly Road, Bethpage
Our Traffic Engineering Unit has analyzed the results of a comprehensive traffic engineering
study of the location noted above to determine the need for installing a traffic signal.
The survey, which is based upon criteria established in the " New York State Manual of Uniform
Traffic Control Devices", took into account all activity at the location and a review of accident
data for a three- year period. In addition, a review of this data by a team of traffic engineering
specialists was made for final evaluation.
Sight distance is good, and there were no observed problems during the time of their
survey. Side street and left turn traffic volumes arc considered minimal. Gaps were
present, and the accident records dating back to January of 1996 were reviewed and did not
indicate a problem correctable by installing a traffic signal. Physical coverage is provided
for this location, and the crossing guard was observed doing an exceptional job in crossing
the children. A radar speed study was also conducted at this location v hich did indicate that
some motorists were traveling above the posted speed limit. By copy o. this letter, to include
copies of our speed study, we will contact Inspector William F. Gutersloh, lommanding Officer
of the Nassau County Police Department's Traffic Safety Unit, to monitor nis location for
whatever action is deemed necessary. Although motorists in this area were noted traveling
above the posted speed limit of 30 MPH, there were adequate gaps in traffic to allow for all
turning movements safely. Please be advised that a traffic signal is not designed to stop speeding
motorists. In fact, installing a traffic signal at a location such as this could have the reverse effect
Motorists may accelerate in order to make the signal so as not to be delayed. As a result of this
analysis, it was determined that a traffic signal is not recommended at this time.
Thank you for your concerns for traffic safety. ye ry truly yours,

Dear Commissioner Wall/.
I am once again writing you to reconsider the traffic engineering decision regarding the
above referenced traffic signal request. I respectfully request that the intersection be
reviewed in light of the increasing number of traffic accidents that have occurred in the
vicinity since the traffic survey dated 1/ 28/ 2000. The most recent accident resulted in a
fatality on August 23, 2000.
I strongly believe a traffic light is warranted along this well traveled roadway. The
reasons are well explained in Mr. & Mrs. John Zaboras's letter and petition, which I have
enclosed for your review.
Thank you for your consideration and cooperation in this most important matter.

Inter- Departmental Memo
To: Honorable Edward P. Mangano, Legislator
Nassau County Legislature- District 17
From: Department of Public Works
Date: March 22, 2002
Subject; TSS # 109- 00 - Stewart Avenue at Beverly Road, Bcthpage
Traffic Engineering has completed their survey at the above referenced location, and we would like to inform
you of their findings.
The survey, which is based upon criteria established in the " New York State Manual of Uniform Traffic
Control Devices", took into account all activity at the location and a review of accident data for a three- year
period. In addition, a review of this data by a team of traffic engineering specialists was made for final
evaluation.
Sight distance is good, and there were no observed problems during the time of their survey. Side street as
well as left turn traffic volumes arc considered minimal. Gaps were present in the opposing traffic flow, and
accident records dating back to January of 1996 were reviewed and did not indicate a problem correctable
by installing a traffic signal. The accident involving the unfortunate and tragic death of a 19 year old male
mentioned in your letter was also reviewed. That report indicated speeding on a wet road as a contributing
factor involving this fatality. A traffic signal could not have prevented this type of accident. In addition,
physical coverage is provided for this location and the crossing guard was observed doing an excellent job
in crossing the children. As a result of this analysis, it was determined that a traffic signal is not
recommended at this time.
A radar speed study was also conducted at this location which did indicate that some motorists were traveling
above the posted speed limit. By copy of this memo, including copies of our speed study, we will contact
Inspector Palmer Tagle, Commanding Officer of the Nassau County Police Department's Eighth Precinct,
to monitor this location for whatever action is deemed necessary.

I am once again writing regarding the above referenced intersection. 1 respectfully
request that this location be reviewed again in light of the increasing number of motor
vehicle accidents. As you are aware my request has been twice denied, most recently in a

Re: ( TOB- 17- 03) Stewart Avenue, Bethpage
This is in reply to your letter dated March 28, 2003 to this office regarding traffic conditions at
the above referenced location.
Previous correspondence to this office had requested a traffic investigation at the intersection of
Stewart Avenue and Beverly Avenue. As a result, we have found the problem to be a few blocks
north of Beverly Avenue at the intersection of Maple Avenue.
The investigation found that adequate advance warning exists for a curve in the roadway.
However, guide signing through the curve could be upgraded. Therefore, we have prepared
a work order to improve curve guide signing for both northbound and southbound traffic at
this location. The signs will be installed as our workload permits.
If you require any further assistance, please contact me at XI- 4292 or Joseph G. I'ecora,

INTERDEPAR TMENT MEMO
Peter J. Gcrbnsi, Commissioner
Department of Public Works
Daniel J. Me Cloy, Senior Fiscal/ Legal Advisor
Nassau County Legislature
DATE: November 19, 2004
SUBJECT: Stewart Avenue and Beverly Road, Bellipage
I am bringing to your attention a concern raised several limes over the past few years by
Legislator Edward P. Mangano ( L. D. 17) regarding Stewart Avenue in the vicinity of
Beverly Road in the hamlet of Bethpage.
This location has been the scene of several serious accidents with fatalities. Two of these
accidents have resulted in multiple fatalities, one occurring approximately one year ago,
resulting in the death of three people. The most recent fatal accident occurred just this
week, resulting in the death of two young people; one of the youngsters killed was
Legislator Mangano's niece.
However, previous to these two accidents, in a letter of December 6, 1999 ( copy
enclosed) Legislator Mangano asked for the placement of a traffic light at this location.
This request was denied. The Legislator renewed this request in a letter dated August 28,
2002 written after a fatal accident ( copy enclosed). Thereafter, in a letter dated March
23, 2003 ( copy enclosed), Legislator Mangano again requested the installation of a traffic
light at this location for the third time.
Each of these requests were met with a response by your department which indicated that
the location did not warrant the placement of a traffic signal and none was placed at that
location. Obviously, this most recent accident has been a personal tragedy for Legislator
Mangano's family leaving them devastated. Legislator Mangano has asked me to write
to you, on his behalf, as this tragedy again illustrates the need for action to be taken by
the County in this area to help prevent additional fatal accidents. Legislator Mangano is
asking that you have your department rethink the refusal to place a traffic signal at this
location.
Clearly, there is a traffic condition that requires attention when multiple accidents and
several deaths occur in the same stretch of road over such a short period of lime. While
traffic volume entering Stewart Avenue may not be high at all times, Legislator Mangano
believes that consideration must be given to other concerns beyond traffic entering this
roadway. Because of the configuration of the road, there is a sizable stretch of straight
road leading into a curve. Drivers gain speed on the straight road and fail, as in the case
of the car carrying his niece, to be able to negotiate the curve.
By placing a traffic signal on the straight part of the roadway, likely at Beverly Road,
drivers would slow down and enter the curve at a safer speed.
On behalf of Legislator Mangano, please have your department review this location and
take the necessary steps to make this location one of greater safety. If you need any
additional information concerning this request please feel free to contact Legislator
Mangano at 16217 or me at 1- 4077.
Thank you for your consideration of this request.
Very truly yours,
Daniel J. McCloy
Senior Legal/ Financial Advisor

NASSAU COUNTY
Inter- Departmental Memo
Nassau County Legislature
Attn: Daniel J. McCloy- Senior Legal/ Financial Advisor
Department of Public Works
January 13,2005
Subject: Stewart Avenue and Beverly Road, Bethpage
This memo is in response to your recent memo regarding concerns at the above referenced intersection.
As you know, as a result of previous inquiries from the Honorable Edward P. Mangano, Legislator, and local
residents, this office has conducted surveys at this and several other intersections in the area. Some of our
previous studies resulted in the installation of new traffic signals ( i. e. Cherry Avenue at Kunen/ Bethpage
High School driveway), the modification of existing traffic controls ( i. e., South Oyster Bay Road at Stewart
Avenue), and/ or notifications to other agencies ( i. e., Police, Town, etc.) for action outside of DPW
jurisdiction. Other studies found that certain traffic controls were not warranted.
We are aware of the tragic accidents that have occurred along this roadway. Unfortunately, these accidents
were a direct result of excessive speed. As we have discussed, certain traffic controls, including traffic
signals, are not intended to control speed. Traffic signals are intended to control right- of- way. The
misapplication of traffic signals has been proven to increase accident rates and may even result in increased
speeding when drivers accelerate to " beat the light". Therefore, this Department is very careful in the
decision making process relative to the installation of new traffic signals and traffic control devices in general.
In an effort to again address the renewed concerns regarding the continued improvement of safety on this
roadway and at the request of your office, this Department will be initiating a comprehensive study of the
entire Stewart Avenue corridor. Our study will involve a great deal of data collection and will include a
review of a wide range of potential improvements. Our study will, of course, include analyses to determine
the need for additional signals in this area including Stewart Avenue and Beverly Road. However, these
analyses will take into account not only conditions at one particular intersection, but conditions throughout
the corridor.
We believe our plan to review the entire area in a comprehensive, coordinated manner is much more
beneficial than continued isolated studies at individual intersections. The comprehensive study that we are
initiating will ultimately result in the placement of the most appropriate traffic controls to address the unique
characteristics of this area.
Our data collection efforts will begin in January. Given the number of intersections included in the study area
and the traffic count data that we require at each, we anticipate data collection to continue through February.
Leaving time to analyze the data and evaluate proposed improvements, we anticipate our final report to be
completed in May.
We will keep your office appraised of our progress as we move through our study and, of course, you will be
notified^ our findings. In the interim, please contact this office should you have any questions on this

FOOD STAMP/ ADC/ TANF/ FDPIR HOUSEHOLDS: Households which
currently include children who receive Food Stamps or Aid to Dependent
Children ( ADC)/ Temporary Assistance to Needy Families ( TANF), or the Food
Distribution Program on Indian Reservations ( FDPIR) must complete an
application listing the child's name, a food stamp, ADC/ TANF, or FDPIR
number and the signature of an adult household member, or provide a Direct
Certification letter from the New York State Office of Temporary and Disability
Assistance. Children in the household with the same case number may be
included on the same application. Separate applications are required for
children in the same household with different case numbers. If the family
does not list a food stamp, ADC/ TANF, or FDPIR number for all children for
whom they are applying, then the application must contain all the information
as required for " other households" as described below.
Other Households: Households with incomes the same or below the
amount of money listed above for their family size may be eligible for and are
urged to apply for free and/ or reduced price meals. They may do so by filling
in the application forms sent home with a letter to parents. Additional copies
are available at the principal's office in each school. Applications may be
submitted any time during the school year to the appropriate school's social
worker. If a family member becomes unemployed, if the family size decreases,
or if family income increases by more than $ 50.00 per month or $ 600.00 per
year, the family must contact the school to file a new application. The form
requests information needed to determine economic need based on the
income and number of persons in the family.
The information provided on the application will be confidential and will be

used for determining eligibility. The names and eligibility status of participants
may also be used for the allocation of funds to federal education programs
such as Title I and National Assessment of Education Progress ( NAEP), State
health or State Education programs, provided the State agency or local
education agency administers the programs, and for federal, State or local
means- tested nutrition programs with eligibility standards comparable to the
NSLP. Eligibility information may also be released to programs authorized
under the National School Lunch Act ( NSLA) or the Child Nutrition Act ( CNA).
The release of information to any program or entity not specifically authorized
by the NSLA will require a written consent statement from the parent or
guardian.
The school district does, however, have the right to verify at any time
during the school year the information on the application. If a parent does not
give the school this information, the child/ children will no longer be able to
receive free or reduced price meals.
Foster children may also be eligible for these benefits. An application for a
foster child must contain the child's name, the child's " personal use" income
and an adult signature.
Under the provisions of the policy, the designated official will review
applications and determine eligibility. If a parent is dissatisfied with the ruling
of the designated official, he/ she may make a request either orally or in writing
for a hearing to appeal the decision. Mr. Joseph Marchesiello, Assistant
Superintendent for Business, whose address is Bethpage Union Free
School District, Cherry Avenue, Bethpage, New York 11714, has been
designated as the Hearing Official. Hearing procedures are outlined in the
policy. However, prior to initiating the hearing procedure, the parent or
School Food Authority may request a conference to provide an opportunity
for the parent and official to discuss the situation, present information, and
obtain an explanation of the data submitted in the application or the decisions
rendered. The request for a conference shall not in any way prejudice or
diminish the right to a fair hearing.
Only complete applications can be approved. This includes complete and
accurate information regarding: the Food Stamp/ ADCATANF, or FDPIR
number; the names of all household members; the social security number of
the person who signs the form or an indication that the adult does not have
one; and the amount and source of income received by each household
member. In addition, the parent or guardian must sign the application form,
certifying the information is true and correct.
In the operation of Child Nutrition Programs, no child shall be discriminated
against because of his race, gender or sexual orientation, color, national
origin, age, or handicap. If any member of a household believes they have
been discriminated against, they should write to the Secretary of Agriculture,
Washington, D. C. 20250.
A complete copy of this policy is on file in the office of the School Food
Authority District Administrator where it may be reviewed by any interested
persons.
