Tbe Dreyfus case has several times excited France to the verge of revolution. It has overthrown ministries, incited anti- Semitic fanaticism and provoked ex¬ travagant glorification of the army.
Three conditions prevailing in France In 1894 led to the accusing and con¬ demning of Captain Alfred Dreyfus for trea.sou on the allegation that he sold militury secrets to the German govern¬ ment.
Tbe flrst and underlying cause was a violent agitation against Jews.
The second was the discovery that somebody wa.s furnishing information about nrmy plans to Colonel Schwarz- koprwn, the (iernian military attache in Paris.
The third was the personal unpopu¬ larity of Captain Dreyfus among his associates of the general stalT.

One of them was Emile Zola, most noted of modern French novelists. He was eushlercd in disgrace, but the rehiibtllUition of tho chief sufferer brought about his restoration. Without the discoveries made by Colonel Plc- quart while chief of the Intelligence bureatl of the army It is doubtful whether the iunoience of Dreyfus ever could have been established.
In 1S99 the courts ordered the pris¬ oner brought back to France for re¬ trial. The session began at Rennes In August tiefore a court of seven ofH¬ cers, presided over by Colonel Jouanst. The prisoner, like one raised from the dead, made a dazed and unfavorable appearance. Labori, his lawyer, made a brilliant case and won great fame.
Dreyfus was fret^l, but not rehabill- tated~ The verdict of the court martial left him under suspicion. He refused to accept tbe Judgment as flnal. He must have cooplete vindication and be restored to th« same plane of innocence on whloh he stood before the accusa¬ tion of 1894. This was given him seven years later when the supreme court of tbe republic annulled the verdict of tbe Rennes coort martial, and tben be was given tbe rank of a major in the army.
