Oovemor Whitman's refnaal to make any com¬ ment upon the report leaves It in doubt whether or aot he wlU remove any of the commissioners.
Mr. Thompson's report aays that the "removal of a commisloner from the cfflce upon the charge of Inefficiency doee not imply m<Hrftl turpitude."
