Governor Glynn In a campaign docu¬ ment, prepared obvlou.sly for clrcula- latlon among the farmers of the state, takes credit to himself for having ob¬ tained an appropriation of ?217,C»00 for the purpose of paying claims long overdue growing out of the destruction of diseased cattle.
For tbis 8er\'lce be Is entitled to oredlt. Just as any governor would be entitled to credit for tbe performance of his duty as an offlclal. The claims were honest claims. The debt was honestly owing to the individuals whose cattle had been destroyed. He, acting for the state, did exactly what everj' honest man does every day. If he owes a debt he arranges to pay U as promptly as possible.
Ills action in paying does not entitle him to nny special commendation, and for tbe same reason Governor Glynn's recommendation to tbe legislature should not be made tbe basis of a vote getting campaign.

The governor appeals for the vote of the farmers of tbe state because lie recommended the creation of a depart¬ ment of food.s find markets and au ap¬ propriation of $20,000 for a "campaign of organization" for the purpose of en¬ abling the farmer to obtain a larger price for his products. He says fur¬ ther thnt a "corps of men" has been sent t)irough the state "to organize co-operntive societies" and to explain the new fnrniing legislation.
Any one wlio gets into a Pullman car during the present campaign Is likely to flnd one of these organizers on bis way "to explain" to the farmers a proposition that EVERY FARMER I'ROBABLY KNOWS MORE ABOUT THAN ANY ONE OF THE ORGAN¬ IZERS.
The governor evidently did not know of the existence of the grange. It probnbly did not occur to him thnt the state grange has better facilities for curing nny existing unsatisfactory con¬ ditions than nny "corps of organizers" that he might name.
