IN PREPAREDNESS THE AD¬ MINISTRATION HAS FOL¬ LOWED, NOT LED.
In the demand for reasonable prepuretluess tho adndulstratlon has followed, not led. Those who demanded more adeiiuate forces were first described aa "nervous and e.xclted." Only about a year and a half ago -we were told that the question of preparedness -n-as not a pressing oue; that the country had U'cn misinformed. Later, under the pressure of other leadership, this attitude WHS changed. The ad¬ ministration, it was said, had "learned something." and it made a belated demand for an in¬ creased army. Even then the demand was not prosecuted con¬ sistently and the pressure ex¬ erted on congress with resiiect to other administrative metisurea was notably absent
We are told that the defects re¬ vealed by the present mobiliza¬ tion are due to the "system." But it was precisely such plain de¬ fects that under the coristiint Trnrnliik's of recent years, -with tho whole world Intent on mili¬ tary concerns, should have been studied and rectified. The ad¬ ministration lias failed to dls- chiirgo its responsibilities. Aii- liarently it is now seeking to meet jiolltlcal eslgencies by Its naval projirain. But it has Im¬ posed upon the country an in¬ competent naval administration. —From Mr. Hughes' Speech of Accejitance.

The Nation has no policy of aggression toward .Mexico. We have no desire for any part of htr territory. We wish her to have peace, stability, and pros¬ perity. We shall have to adopt a new policy, a i>oliiy of firm¬ ness and consistency through which alone we can promote an enduring friendship. We de¬ mand from .Mexjco the protec¬ tion of the lives and the prop¬ erty of our citizens and the se¬ curity of our border from depre¬ dations. Much will be gained if Mexico la convinced that we conte^mplate no me<Ullesome in¬ terference with what does not concern us. but that we propose to insist in a firm and candid manner upon the performance of International obligations. To a stable government, appropri¬ ately discharging its interna¬ tional duties, we should give un¬ grudging support. A short peri¬ od of firm, consistent and Iriendly dealing will accomplish more than many yearj J vacil¬ lation.—From Mr. Hughes' speech of acceptance.
