I'nder provisions of the bill, the regular army Is Increa.sed to 140,000 men, and the state mllltia Is federalized. Provision Is also made for a reserve force; for military training under regular army olllcer of students in colleges: and for the estahll.shment of training camps. An item to eroct a nitrate plant, owing to a suspicion fhaf .'Minister motives wore behind the project was stricken from the bill.
This bill while an advance over our pre.sent system does not go as far as many would like. It is hoped that ill the Navy bill a more adequate means of defense will be adapted.
