AT RECENT "MEETING PART^ LEADERS GAVE THEIR HEARTY ENDORSEMENT OF INSTRU¬ MENT.
Tlie revised constitution haa rfe- ceivetl the endorsement ot the Re¬ publican State committee. At the 'meeting of the committee on Oct. G, I the following resolution was adopted unanimously:
¦'Resolved, That the revised con¬ stitution adopted by the constitu¬ tional I onveutiou and to be submitted to the people in November embodies the constructive program of the Re¬ publican party of the State for the improvement of the State government as declared in t)ie successive coiiveu- tlon.s of the party, and is entitled to liave tlie votes of Republicans cast in favor of its approval.'"
/'While the proposed constitution is in no aense a partisan instrument, ' -aid Cliairman Frederick C. Tanner of tiie State committee, speaking in support of a similar resolution before tlie New York County Republican conimiltee, "for it waa voted for by a majority of botli Republicana and Democrats in (onvenllon, yet it Is a document for which Republicans can and should vote with peculiar satis¬ faction,
"The convi^niion was pre.sided'over by the most distiiiguislied Itepunliian ill the Stuto, Kliliu Root. The cliair¬ inan of its important commiitees were Ucpublicana. It was controlled by a very substantial majority of Repub¬ licans, the total number being 12S KeiJiiblicans and 4S Uemocrats. In ils tinal foi-m, of this great Republi¬ can majority, only live voted against it.
"The conyentton controlled by Re- pu!>licans, l^as put in the ron.-;tilution lhe constructive iirogram adopted and (lei iared by the Republican con¬ vention of i;il4. Our platform that year, aniong other things, recom¬ mended a system of otticial budgets. .\ budget .system was adopted lliat met the approval of practically the enlire convention, only four votes be¬ ing recorded against it, both Demo¬ cratic and Republican.
"Our phuform declared for 'greater safeguards upon the Issues and re¬ tirement of bonds, and the conven¬ tion met tbat pledge in its article providing for tlie issue of serial bonds.
"The platform recommended a sud- stanlial 'redui tion in the number of elective ollicials,' ami the convention provided for the appolntnient of all ofiicials excepting four ollicers, Gover¬ nur, Lieutenant Governor, Comptrol¬ ler and Atlornev Ueneral, who aie to be i>leiled.
"The platt'orm recommended the reduction of the number of boards and commissions aad that they be put ill a limited nuniber of deiiartments. The convention provided a general departmental system, and the outline iiy whicii l''i2 agencies of government can be concentrated into 17 general divisions.
"The platform recommended the retention of locality lepresiqntation, aiul thai it be separately fiubmitted. This was done by.ihe convjtuUioii and awaits your determination.
"Tho platform declared in favor of tbe theory of workmen's compensa¬ tion anil recommended 'thai this gov¬ ern men tal power be broadly recog¬ ni/ed anil safeguarded in the consti¬
tution." The constitutional conven¬ tion provided for thtei
"The platform favored a home rule of judicial procedure. The conven¬ tion submits to the people a general scheme to carry out this recommend¬ ation, which will end the scandal of iu6 laws delay.
"The platform declare for aa large a measure of home rule as is consist¬ ent with the general power of the State to determine such policies. Un¬ der the plan recommended by the constitutional convention, a greater measure of home rule is offered than has ever heretofore been enjoyed.
"In short, the constitutional coi,- vention has embodied, in carefully developed form, the recommendations to which you and I subscribed, as Re¬ publicans, in our platform, duly adopted.
"If state convention platforms mean anything as declarations of principles, formulated after due con¬ ference, it is the duty of loyal Re¬ publicans to vote for this constitu¬ tion.
"Tlie campaign for the approval of that constitution should be treated just like a campaign for tbe election of a governor, nominated b^v our party: just like any campaign which involves the assertion and mainten¬ ance of the established principles of the party; liki' a campaign for sound money, or for the principle of protec¬ tion.
"It will not do to say, as Republi¬ cans, that we object to this, that, or the other sinnle feature of the con¬ stllution.
"It vvould he manifestly impossible for any constitutional convention covering tlie lulire fleld of .state gov¬ ernment, to frame a document which would meet \\ ith the unanimous ap¬ proval of all members of the party.
"The point that we should remem¬ ber is that wc, as Republicans, elect¬ ed every dehgale-at-large: that we elected, in ad'lition, lO.'i district dele¬ gates, and controlled the convention by a majoritv of over two to one.
"For five months the representa¬ tives of your Iiarty debated the sub¬ jects now before you for decision. Kvery Republican had hia day at courl. Tho result is a .sound, sane and forward looking document, the adoption of which will work for the welfare of tlir State, and every part of il."

hiivo shown in iierfecting the devices. Those are of two kinds—first, Ibose ser\ing to conirol triinsuiisslon, iiikI secoud, those uuignlfying Ibe ree<' lm;nilwG. That tlie oontrol of transniH sion ia perfect is plain to exi>erls from tbe fact that the .Vrlliigton, Mare island and IVarl Harbor plants are all iiief- fective and that the <listan<e of tele- plionl<' eoniiiiunii'.-ition is e<|uai to that of telegraphic triinsniission. It is also jierfectly apparent tbat the chief merit of tlu- aiipliialloii lies in the magiiiticu- tiou of the micropbonic impulse. It must not be imagined tbat we deal here with new discoveries. The Im¬ provement simply concerns tli(> eoiitro of the transmitted und tbe iiiagnlficii- tlou of the received Impulse, but the wireless system is tbe same. This can never be chaiigiMl.
"it is claiiiieil that statle disturbance will fatally interfere with the traiis- mlHsiou, while as a matter of fact there is no static disturbance possible in properly designed transmission and re¬ ceiving circuits. <2ulte receutly 1 have descrlbeil In a patent circuits whiih are absolutely iminuiie to static and otber interferences, so much so thut when a telepbone is attached tbere is absolute silence, even llyhtiilng In tbe immeiliate vicinity not prodiiring n dick of the diapbragin, while in the ordinary t«'le phonic eouversatioii there are all kinds of noises.
"Another ('ontention is that there can be uo secrecy in wireless teiepb'Hie lon- versatlon. 1 say It Is absurd to raise this contention, wheu It is positively demonstrated by exi>eriments tbat Ihe earth is more suitable for transmission thun any wire could ever be. .V wire¬ less telephone conversation can be made as secret as a thought.
"I have myself erected a jdaiit for the purpose of connecting by wireless telephone the clilef centers of tb' world, and from this plant us many as a bundrcHl will be able to talk absolute ly without interference and with aliso lute secre<'y. Tbe plant would simply be counected with the telepbone cen tral exchange in New York city, an any subscriber will be able to talk to uny other telephone subscriber In tbe world, and all this witbout any change iu hLs apparatus. This plan has been called my 'world systtm.' Ky the same means I propose also to transmit pic tures and project images, so that the sulwcriber will not only hear the voice, but see the person to whom he is talk¬ ing. Pictures transmitted over wires If. a |)erfeetly simple art practiced'today. Muny Inventors have labored on it, but the chief credit is due to Professor Kom of Munich."
