Petito Charges Hearing A Hoax;
GOP Charges Gestapo Tactics
Oyster Bay Town Supervisor
Michael N. Petito charged the
Town Board with " perpetrating
a hoax on Town residents" by
already having its preliminary
budget printed before today's
Public Hearing on the Supervisor's
proposed budget.
" In cynically going ahead and
printing their preliminarybudg-et,"
the Supervisor said, " the
Town Board members to a man
knowingly took part in an act
which disregards the democratic .
process."
" At the same time that Oyster
Bay Town residents were appearing
before the Board at a
public hearing on my proposed
budget, the Board was printing
its own," he added.
• This makes a mockery of
democracy," Petito concluded.
The Town Board denied that
its budget was being printed but
Deputy Supervisor George V.
O'Haire and several reporters
saw pages of the budget which
had already been printed for
the Sanitary Services, Parks Department
and Lighting District
budgets as well as some pages
from other special district budgets.
When the Supervisor entered
the Town Printing Office, however,
immediately afterthehear-ing,
Town employees had already
taken the printed pages away
and denied that the Deputy Supervisor
and the reporters had
seen them.
" Why go through the mockery
of holding a hearing when you're
already printing your own
budget", the Supervisor asked.
" It would have been honest of
the Board, to at least have told*
the people appearing at the hearing
that their words were wasted,
that the Board had already made
up its budget and that the residents
were just speaking for the
record."
According to the law, a Town
Supervisor is charged with preparing
a proposed budget for his
Town.
The Oyster Bay Town Board
voted, earlier this year, to hold
a public hearing on this budget.
The Board has the right to
alter the Supervisor's budget, according
to a recent court ruling,
and then present its own on which
there must be another public
hearing.
" But the purpose of holding a
public hearing," Petito said, " is
to hear what residents think and
to be guided by their thoughts.
You arent honestly listening and
you're obviously not going to take
any action based upon what the
residents say if you're already
printing your own budget. The
Town Board doesnt seem to care
what the people say or want ' »

Marino charged Supervisor
Petito with using Gestapo tactics
in attempting to perpetrate a giant
hoax on the people of the Town
by his planned and craft attack
on the Town Board's budget
printing procedures.
Marino charged Petito with
attempting to undermine jthe
orderly procedures of the Comptroller's
Office for his own personal
gain and self- aggrandizement
in an effort to delude the
homeowners of the Town just a
few weeks before Election.
' The charge by Petito that the
Town Board was printing its
budget while the Supervisor's
budget was the subject of a public
hearing has no foundation in fact
and is nothing more than another
act in a series of woeful performances
by Petito to cover up
his lack of leadership in the Town
of Oyster Bay in the past three
and a half years. Asa matter of
fact," Marino pointed out, " for
the first hour and a half of the
two hour public hearing on the
Supervisor's budget, he ( Petito)
was absent. The only thing that
was in evidence was a foolish
display of Democrat candidates
who parroted the Petito city-oriented
line on fiscal affairs.
The Board was subjected to an
inane and ludicrous display of
political partisanship."
The budgets being printed in
the Town printshop, Marino
pointed out, were merely those
of the Commissioner Districts,
Fire and Water, over which the
Board has no control and which
are submitted to the Town Board
for inclusion in the final budget.
This was a decision of the
Comptroller's staff in order that
the printing of the entire budget
document would be ready for
filing with the Town Clerk
October 10. Petito was aware
of this, and in a Gestapo- like
tactic, with members of his staff,
bulled his way into the printshop
to demand copies of the budget
sheets which were funi shed them.
Even though he knew that the
Commissioner District budgets
were the only ones being printed,
he falsely attacked the members
of the Town Board for printing
a preliminary budget. This was
a re- enactment of the scene he
created last year, and the only
conclusion that can be drawn;
from his antics is that he gets
A- plus for his acting ability.
Despite Petito's efforts to foul
up the orderly budget procedure
now in effect, the Town Board
will meet the requirements of
the Local Law and hold a public
hearing on its proposed preliminary
budget.
Badler Accuses GOP
Of White Gravy Train
Leland Badler, candidate of
the Democratic and Tobay Independent
Parties, accused the
six Republic on the Town
Board of the Town of Oyster Bay
of maintaining a " snow white
gravy train." He said that the
Republican Board had used the
Town function of snow removal
as patronage for friends of the
Republican Party in the Town,
at enormous increase in cost to
the taxpayers of Oyster Bay.
The statement charged that in
the Town of Oyster Bay, there
are 672 miles of Town road and
in the Town of Hempstead, as a
comparison, there are 1,108
miles . of Town road, almost
double the number.
" Yet, here in the Town of
Oyster Bay, our gross snow
budget for 1965 was $ 273,000.
In the Town of Hempstead, for
the same year, the gross snow
budget was $ 231,000. In other
words, the Oyster Bay snow removal
budget is running larger
than the Hempstead snow removal
budget, though Hempstead has almost
twice as many town roads.
The Town of Oyster Bay snow
removal budget for that year,
was $ 550 per mile for snow
removal, as against the Town
of Hempstead, which was $ 210
per mile for snow removal.
