Roncallo Holds Up
On Feasibility Study
Councilman Angelo D. Roncallo
said that he refrained from
moving a resolution calling for
a feaslbilility study on possible
acquisition of the southerly tip
of Bar Harbour.
He said one of his reasons
was the vehement opposition of
Mayor Andrew A. Seneseof Mas-sapequa
Park and another was to
give more time to the people
of the incorporated and the unincorporated
areas to consider
the proposition.
" I must emphasize" said Roncallo,
" that my proposal was to
study the possibility and was not
at all to foister a recreation or
marina project on anyone. I
did feel that a study from the
viewpoint of the town might produce
enlightening factors beyond
those in the village study which
ended in the recent rejection of
all plans by the people of the
village."
Councilman Roncallo said that
he was attracted to the possibilities
of making some municipal
use of the 15 acres fronting on
South Oyster Bay as one means
of preserving for all time a
valuable piece of property which
otherwise might be permanently
lost for general purposes.
He added, " it was not my intention
at any time to do anything
about this proposal without
the cooperation of the
village."
Great South Bay To Be
Photographed In Color
Governor Rockefeller announced
that a contract totaling
$ 20,975 for taking color aerial
photographs of the south shore
bay areas of Long Island has
been awarded to Lockwood,
Kessler and Bartlett, Inc., of
Syosset.
Under the terms of the contract,
photographs will be taken
of the entire bay area extending
from East Rockaway Inlet
on the New York City- Nassau
County line to Smith Point in
Suffolk County.
The Governor noted that while
a number of previous studies
of the area have been made,
the use of color photography
marks a new approach in study
methods under New York State's
Accelerated Water Resources
Program.
The photographs will be taken
at periods of high and low tide
to yield maximum information
regarding bay conditions, to
facilitate the mapping of areas
of growth of eel grass, algae
and to delineate other areas of
concern. The color photographs
will permit rapid study of the
area and provide basic information
which will be closely correlated
with ground surveys presently
underway. These surveys
will assist in the development of
a comprehensive plan for the bays
and it is hoped that this photographic
technique can be utilized
in the future to maintain a periodic
inventory of the bay conditions.
Goldstein To Submit
School Plan To Legislators
Herbert M. Goldstein, who lost
out in his recent bid for the
Plainedge Board of Education,
and who has offered a ' Goldstein
Plan' instead of an austerity
budget, this week urged that the
board appoint a citizens advisory
committee in the future to assist
in budget preparation.
Goldstein, who proposed a budget
similar to last years, but to
include the mandated increases ,
stated that ' it was encouraging
to note that J. Lewis Ames, President
of the Nassau - Suffolk
School Boards Association, proposed
a substitute for austerity
budgets similar to Goldstein's.'
'' Since I believe that the ' Goldstein
Plan' budget has merit and
advantages over austerity budgets,
I am submitting copies to
our legislators with the suggestion
that this on a similar compromised
/ revertment budgetbe
proposed as a change in the educational
laws to permit smooth
transition in case of defeated local
school district budgets. I feel that
this reversion to the prior year is
a more sound and logical system,
and guarantees the high levels
of continued education that are
lacking in the current austerity
budget which is no more than an
open blackmail device and scare
technique it serves no other purpose
than to try and incite an
educational panic.

Appointed To Service Academies
Congressman James R. Grover
Jr. announced the appointment of
eight young men to the United
States Military Academy at West
Point and to the Naval Academy
at Annapolis. The great number
of appointments, double the usual
quota allowed Congressmen for
the two academies, was possible
Grover said, because " a number
of our candidates posted such
unusually high scores on the
qualification tests, that they were
sought by the schools themselves,
outside of my quota."
Named to the Military Academy

Ct., Copiague; Gregory William
