Ralph J. Marino urged Long
Island congressmen to make a
determined effort to coordinate
practicable emergency measures
in the event of a possible oil accident
in the water surrounding
Long Island — Long Island Sound
and the Atlantic Ocean.
Marino noted that under
existing conditions, the potential
could be disastrous to the areas
near these waterways, particularly
the Town of Oyster Bay
shorelines, which is bounded on
both the north and south by water
avenues used by huge oil tankers.
He added that there have been
potentially dangerous escapages
of oil from barges in Long Island
Sound and the Atlantic Ocean
which provident tides have
flushed out eliminating the potential
of any disaster.
Marino wrote letters to Congressmen
Lester L. Wolff, Herbert
Tenzer, John W. WycDerand
James R. Grover Jr., urging
them to take another look at the
existing Federal legislation and
the International Convention of
Oil Pollution of the Sea so as to
provide measures in case of accidents
such as the recent Cornwall,
England disaster. Currently,
willful discharge of oily
wastes is prohibited.
Marino also called the problem
to the attention of the Long Island
State Park Commission, State
Conservation Department, State
Department of Health and Secretary
of Interior, Udall.
In the Cornwall mishap, a huge
tanker shattered, releasing 120,-
000 tons of crude oil which presented
a tremendous problem to
those living along the 120 miles of
England's southern coast resort
area. The damage included polluting
the area to such a degree
that fish, shellfish, plant life and
water fowl were seriously affected.
Marino pointed out that the
balance of nature had been
fractured in the Cornwall incident
and that there is an eroding

coastal waters, examples of
which are known to users of
beaches that are irime natural
assets in Oyster Bay, both on the
north and south shores. Hundreds
of people enjoy tread- water
clamming under license from
the Town during the summer, he
said, and these could be destroyed
by one uncontrolled large
volume oil slick or settlement.
Marino pointed out that marine
or tide- water terminals for
products are on the increase on
Long Island, including the relatively
new Riverhead terminal
described as the largest in the
East Coast, receiving supertankers
carrying as much as 20,-
000,000 gallons of oil. The ill-fated
tanker off Cornwall had a
cargo of more than 36,000,000
gallons and there are larger
tankers in regular service.
The Councilman pointed to a
craft developed by Shell Oil Company
in the Netherlands called
the Waterwisser ( water wiper)
and another oil pollution device
called the Slickbar, developed in
this country by Neirad Industries
of Saugatuck, Conn., as two possible
devices that could be
pressed into duty to prevent oil
leakage and a repeat of the Cornwall
accident.
" Many large tankers ply the
waterways bordering Town of
Oyster Bay en route to Long
Island terminals," said Marino.
" The consumption of petroleum
products on Long Island is large,
nearly 2 billion gallons of fuel oil
alone is consumed annually. The
business is essential and we want
to be sure that an accident will
not mar the industry and destroy
our natural resources."
