Airman John C. Sundman, son

With the Town of Oyster Bay
faced with a cut- off of state aid
for its group activities program
for handicapped children, town
board majority leader Ralph J.
Marino this week wrote Governor
Rockefeller to request a change
in the formula for disbursement
of funds controlled by the New
York State Division for Youth.
Marino said that state officials
had recently informed the town
that the program, about to enter
its third year, would no longer
be eligible for the 50% state financing
it has received in the
past. Marino disputed the contention
of state officials that the
program is principally recreational
in nature, and therefore
not eligible for aid on a continuous
year- to- year bais.
The state division for youth,
Marino explained, allocates
money to localities for recreation
projects and youth service
projects. A youth service project
is generally defined as any
experimental plan which serves
to help toward youth development.
Purely recreational programs do
not fall into this category when
determining eligibility for state
funds.
Marino, Republican candidate
for the State Senate, said that he
intends to propose legislation in
Albany next year to change the
guidelines used in determining
what is recreation and what is
youth service. " Surely, the unique
and often tragic needs of
handicapped children must be
met." Marino said. " The Oyster
Bay program is not recreational,"
he declared. " Its primary
goal is to help handicapped
youngsters adjust to their environment
and lead fully productive
lives. The people working
with the children in the program
are not recreation per-sonnell
but are specialists in
the field of special education and
they all have degrees qualifying
them for this work."
Police Arrest Youths
Patrolman Joseph Hughes, arrested
Patrick Carpentieri, 26,
of 308 Unqua RdOJ Massapequa,
on warrants for passing a red
light on July 23, 1967 and for an
unregistered and uninsured motor
vehicle.
The defendant appeared before
Massapequa Park police justice
Michael Brady and fined $ 100 for
the uninsured vehicle and $ 25
for no registration.
Hughes was directed to appear
in Rockville Center for the red
light infraction charge.
